About the position

The Naval Nuclear Laboratory (NNL) is seeking a highly motivated Procurement Engineer to join its Procurement Engineering Services (PES) unit. This role is essential for ensuring that projects comply with operational, design, regulatory, and program requirements. The Procurement Engineer will collaborate with laboratory requestors to develop technical specifications, enforce quality assurance requirements, and provide training on creating high-quality technical requirements. Additionally, the role involves evaluating potential suppliers and implementing process improvements using lean/6 Sigma principles. The ideal candidate will possess strong communication and organizational skills, along with a commitment to standardizing procurement processes across all sites.

Responsibilities

  • Ensure projects comply with operational, design, regulatory, and program requirements.
  • Develop adequate technical specifications in collaboration with laboratory requestors.
  • Invoke correct quality assurance requirements for projects.
  • Provide engineering training to requestors on developing high-quality technical requirements.
  • Support in resolving technical issues during the course of contracts.
  • Evaluate potential suppliers based on future business needs.
  • Recommend, perform, and implement process improvements using lean/6 Sigma principles.

Requirements

  • Bachelor's degree in engineering or science related field and 4 years of relevant experience; or
  • Master's degree in engineering or science related field and 2 years of relevant experience; or
  • Currently or previously NPE qualified; or CTE/ACRS and 1 year EOOW qualified in the Nuclear Operations Program; or
  • Watch Instructor and Refueling Facility Area Refueling Engineer and 1 year as SRE.

Nice-to-haves

  • Experience reviewing and developing technical specifications, functional requirements, and drawings.
  • Knowledge of machine and fabrication, construction, and/or service contracts.
  • Experience with document reviews and engineering evaluations/analysis.
  • Subject matter expertise on regulated areas such as environmental safety, health, radiological controls, quality assurance, waste management, fire protection, and emergency planning.
  • Experience with developing Microsoft PowerApps.
  • Familiarity with quality and safety standards such as NQA-1, OSHA, ISO 9000.
