About the position

The Chief Financial Officer (CFO) for the Motor Vehicle Division (MVD) of the Iowa Department of Transportation is a key leadership role responsible for overseeing the financial management of the division. This position requires a seasoned accountant with a strong background in strategic financial leadership. The CFO will provide expert financial analysis and strategic fiscal guidance directly to the Division Director and the leadership team, ensuring that the division's financial practices align with the overall mission of the Iowa DOT, which is to make lives better through transportation. In this role, the CFO will lead and support the division's financial management through comprehensive budget analysis, forecasting, and fiscal planning. The CFO will be responsible for providing insightful options analyses and formal budget presentations that drive strategic decision-making. Collaboration with division leaders is essential, as the CFO will offer leadership consultation and foster a culture of inclusivity and ethical behavior within the division. Additionally, the CFO will analyze proposed legislation to assess its budgetary impact on the division and produce fiscal impact statements for submission to the legislative body. This role also involves preparing comprehensive reports and developing recommendations related to the division's financial activities, including fee collections and accounting procedures for frontline personnel. The CFO will engage with teams across the agency to develop and align agency budget reports and requests that relate to the needs of MVD products or services.

Responsibilities

  • Lead and support the division's financial management through comprehensive budget analysis, forecasting, and fiscal planning.
  • Provide insightful options analyses and formal budget presentations to drive strategic decision-making.
  • Collaborate with division leaders, offering leadership consultation and fostering a culture of inclusivity and ethical behavior.
  • Analyze proposed legislation to assess budgetary impact to the division and produce fiscal impact statements for legislative submission.
  • Prepare comprehensive reports and develop recommendations relating to financial activities, including fee collections and accounting procedures.
  • Engage with teams across the agency to develop and align agency budget reports and requests relating to MVD products or services.

Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to five years of full-time work in professional budget analysis or fiscal management.
  • Nine years of full-time work experience in professional budget analysis or fiscal management.
  • A total of nine years of education and/or full-time experience, where thirty semester hours of accredited college or university course work in accounting, finance, or business administration equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 3 or two years of full-time work as a Budget Analyst 2.
  • CPA License.
