About the position

The Motor Vehicle Division (MVD) of the Iowa Department of Transportation is seeking a Chief Financial Officer (CFO) who will be instrumental in steering the financial direction of the division. This role is designed for a seasoned accountant with a strong background in strategic financial leadership. As the CFO, you will be responsible for providing expert financial analysis and strategic fiscal guidance directly to the Division Director and the leadership team. Your contributions will be vital in ensuring that the division operates within its financial means while also planning for future growth and sustainability. In this position, you will lead and support the division's financial management through comprehensive budget analysis, forecasting, and fiscal planning. You will be tasked with providing insightful options analyses and formal budget presentations that will drive strategic decision-making. Collaboration is key; you will work closely with division leaders to offer leadership consultation and foster a culture of inclusivity and ethical behavior within the team. Your analytical skills will be put to the test as you assess proposed legislation to determine its budgetary impact on the division. You will produce fiscal impact statements that will be submitted to the legislative body to aid in policy considerations. Additionally, you will prepare comprehensive reports and develop recommendations related to the financial activities the division engages in, including fee collections and accounting procedures for frontline personnel. Engaging with teams across the agency will be essential to develop and align agency budget reports and requests that relate to the needs of MVD products or services.

Responsibilities

  • Lead and support the division's financial management through comprehensive budget analysis, forecasting, and fiscal planning.
  • Provide insightful options analyses and formal budget presentations to drive strategic decision-making.
  • Collaborate with division leaders, offering leadership consultation and fostering a culture of inclusivity and ethical behavior.
  • Analyze proposed legislation to assess budgetary impact to the division and produce fiscal impact statements for policy considerations.
  • Prepare comprehensive reports and develop recommendations relating to financial activities, including fee collections and accounting procedures.
  • Engage with teams across the agency to develop and align agency budget reports and requests relating to MVD products or services.

Requirements

  • Graduation from an accredited four-year college or university with a degree in accounting, finance, or business administration, and experience equal to five years of full-time work in professional budget analysis or fiscal management.
  • Nine years of full-time work experience in professional budget analysis or fiscal management.
  • A total of nine years of education and/or full-time experience, with thirty semester hours of accredited college or university coursework in accounting, finance, or business administration equaling one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes one year of full-time work as a Budget Analyst 3 or two years of full-time work as a Budget Analyst 2.
  • CPA License.
