About the position

The Systems Analyst II position at the Texas Department of Health and Human Services (HHSC) involves leading the migration of data from Netsmart myAvatar to a new SaaS-based EHR system. The role is critical in ensuring compliance with state and federal regulations, including HIPAA, while managing database systems and facilitating collaboration among various stakeholders. The analyst will be responsible for planning, executing, and supporting the data migration process, ensuring data integrity, and providing post-migration support.

Responsibilities

• Develop and implement data migration plans for transitioning from Netsmart myAvatar to a new SaaS EHR.
• Conduct data assessments, cleansing, and mapping for seamless integration with the new system.
• Collaborate with subject matter experts (SMEs) to document migration workflows and processes.
• Ensure migration complies with HHSC standards, federal/state regulations, and HIPAA guidelines.
• Establish validation protocols and auditing processes to safeguard data accuracy.
• Create and execute unit test scripts, manage test scenarios, and troubleshoot issues.
• Provide regular updates to stakeholders, including developers, technical leads, and business analysts.
• Facilitate a smooth transition by training end-users and providing technical support.

Requirements

• 7+ years of experience in database management systems and healthcare EHR data migrations, particularly with Netsmart myAvatar.
• Expertise in InterSystems Caché, Oracle, and Microsoft SQL Server for data migration scripting and analysis.
• Proficient in Microsoft Excel (e.g., VLookups, Pivot Tables).
• Strong experience in business process documentation and process improvement.
• Advanced problem-solving skills to resolve complex data-related issues.
• Exceptional communication and interpersonal skills to engage with diverse stakeholders.

Nice-to-haves

• 2+ years of experience with SaaS-based EHR systems and cloud data migrations.
• Familiarity with the Texas DIR Project Delivery Framework and templates.
• Knowledge of healthcare data security and regulatory compliance.
