About the position

The Financial/Data Analyst III position at the Texas Department of Transportation involves performing moderately complex data analysis and research work. The role requires conducting detailed analysis and extensive research on data, providing results in various formats, and ensuring data quality through monitoring and implementation of measures. The analyst will engage in advanced transportation programming, project scheduling, and federal funding preparation and analysis. This position oversees various projects, grants, programs, and lettings, which includes application, approval, monitoring, audits, investigations, and authorizing funding. The analyst is responsible for utilizing standard statistical tools, methods, and techniques to translate data into actionable insights, primarily using data visualization software. The role operates under general supervision, allowing for limited latitude in the use of initiative and independent judgment. Key responsibilities include creating and improving financial models and reports for federal and state-funded project obligations, tracking funding levels and utilization, and streamlining processes and procedures. Additionally, the analyst will develop and modify reports, dashboards, and interactive visualizations using various components of Tableau software, including Tableau Desktop, Tableau Prep, and Tableau Server. The position also involves overseeing project data integrity and quality control processes to ensure the accuracy and consistency of internal and external reports. As a project leader, the analyst coordinates project activities to support the implementation of agency and finance division initiatives, as well as new or revised state and federal legislation. The analyst prepares, reviews, and distributes letting, project funding, and federal/state funds management reports and presentations for Commission and quarterly review meetings, senior leadership, and statewide initiatives. They will also coordinate project scheduling, programming, and funding review/approval for assigned divisions or districts within TXDOTCONNECT, the Department's Category Analysis, Federal Aid Funding Obligation System (FAFOS), and Financial Management Information System (FIMS). Monitoring the financial constraints of assigned divisions or districts' construction funding allocations, as established annually by the Chief Financial Officer, is also a critical part of the role. Furthermore, the analyst develops and implements procedures to ensure compliance with federal and state laws, regulations, policies, and standards pertaining to programs, serving as a liaison and contact in their areas of expertise. Training branch and team members on report development using Tableau, Excel, and other software solutions is also part of the job responsibilities.
