About the position

The NC Pre-K Compliance Facilitator plays a crucial role in ensuring the effective utilization of NC Pre-K funding and compliance with all related rules and regulations. This position involves working closely with the NC Pre-K Committee, staff, sub-contractors, families, and other partners to facilitate the recruitment of eligible children and provide comprehensive assistance to families. The facilitator is also responsible for coaching and consulting with early educators in NC Pre-K classrooms to ensure that children receive developmentally appropriate experiences. A dual language speaker is preferred, as the department serves children and families from diverse cultures and nationalities. In terms of program fidelity, the facilitator ensures that the NC Pre-K Program adheres to the Program Guidelines and Requirements, as well as the Fiscal and Contract Manual. This includes maintaining and updating the NC Pre-K County Plan and the NCPK - KIDS Reporting System, which encompasses budgets, child enrollment status, and teacher hires or changes. The facilitator collects monthly attendance from all participating sites, verifies its accuracy, and submits attendance reports to the state for reimbursement. Additionally, the facilitator serves as the primary staff liaison to the NC Pre-K Committee, assisting in setting agendas and conducting meetings in compliance with Program Guidelines and Requirements. The facilitator is also responsible for managing the annual recruitment and placement of children in the NC Pre-K program. This includes updating the program application, determining the eligibility of children, and maintaining a database of enrolled children and those on the waitlist. The facilitator coordinates with providers and parents to facilitate placements and works with participating sites to maintain enrollment. To ensure quality and developmentally appropriate learning environments, the facilitator provides technical assistance to NC Pre-K sites regarding Program Guidelines, Environment Rating Scales, and licensing requirements. The facilitator must demonstrate a thorough understanding of child care regulations and maintain proficiency in assessment instruments to assist educators in improving classroom quality. Overall, the NC Pre-K Compliance Facilitator is essential in promoting equitable access to high-quality early childhood opportunities for all children and families.

Responsibilities

  • Ensure the NC Pre-K Program is in full compliance with Program Guidelines and Requirements.
  • Maintain and update the NC Pre-K County Plan and NCPK - KIDS Reporting System.
  • Collect and verify monthly attendance from all participating sites and submit reports for reimbursement.
  • Serve as the primary staff liaison to the NC Pre-K Committee, assisting in setting agendas and conducting meetings.
  • Assist the NC Pre-K Committee in maintaining required membership and developing necessary policies and plans.
  • Conduct onsite visits of NC Pre-K sites for monitoring and compliance, making recommendations for improvement based on observations.
  • Manage the annual recruitment and placement of children for the NC Pre-K program, including updating applications and determining eligibility.
  • Maintain a database of enrolled children and those on the waitlist, coordinating placements with providers and parents.
  • Provide technical assistance to NC Pre-K sites on Program Guidelines, Environment Rating Scales, and licensing requirements.

Requirements

  • Bachelor's degree in Early Childhood or a related field.
  • Four or more years of related experience as an early childhood professional, or an equivalent combination of education and experience.
  • Excellent communication skills and the ability to adapt to a changing work environment.
  • Strong organizational and interpersonal skills, with attention to detail and compliance with rules and regulations.

Nice-to-haves

  • Dual language speaker preferred to support diverse cultures and nationalities.
  • Familiarity with Environment Rating Scales and child care regulations from the North Carolina Division of Child Development.
