Bowhead seeks a NEPS Implementation Program Manager to lead a growing effort within the NAVSEA Enterprise Planning System (NEPS). This role is pivotal in ensuring effective communication and collaboration with various stakeholders, including NAVSEA and Warfare Center leadership, the NEPS Advisory Group (NAG), NEPS Trainers, Primary Site Activity Managers (PSAMs), developers, and NEPS users. The Program Manager will be responsible for presenting information and updates to these groups, ensuring that all parties are informed and engaged in the program's progress. The Program Manager will participate in technical advisement sessions and ad hoc meetings to support program management and the development of Technical Instructions (TIs). This includes providing onsite subject matter expertise in selected forums that require consultation. The Program Manager will also take part in technical meetings and In-Progress Reviews (IPRs) to communicate the status of actions, objectives, and milestones. For each meeting or IPR, the Program Manager will prepare read-ahead briefings and presentation materials, as well as perform post-meeting services, which include providing meeting minutes for comment and approval, an itemized list of critical actions by the office of primary responsibility, and an estimated timeline for completion. In terms of project planning and scheduling, the Program Manager will be responsible for database entry of project information, preparation of technical project status reports, and support of report writing. This includes inputting data provided by Government personnel to update program/project milestones in spreadsheets and maintaining and tracking this data. The Program Manager will support project tracking, scheduling, and configuration management, which involves gathering, organizing, and compiling pertinent data into spreadsheets, formatting the data, updating, and analyzing it. Additionally, the Program Manager will perform risk tracking and analyses to reflect program and schedule changes. The Program Manager will manage the contractor's efforts towards all tasks required by the Technical Instruction, organizing, planning, scheduling, implementing, controlling, analyzing, and providing reports as required for the Task Order (TO) and for each Technical Instruction (TI). The Program Manager will have the resources and authority to ensure efficient and timely program execution of all required tasks and will be prepared at all times to present and discuss the status of TO activities, requirements, and issues. As the primary Point-of-Contact (POC) for all work performed under the Technical Instruction, the Program Manager will provide a monthly status report to document work progress, status of the program, assigned tasks, costs, and existing or potential problem areas.
