About the position

9th Way Insignia is seeking a Network Engineer to support the Department of Veterans Affairs (VA), specifically within the Office of Information Technology (OIT) and the Office of Information Security (OIS). This position is crucial for the implementation of the Heuristic Behavior Analytics (HBA) project, which is a key component of the VA's defensive security strategy. The HBA project aims to provide a comprehensive tool and sensor baseline that supports continuous heuristic analysis of behaviors to identify anomalies by establishing normal baselines of behavior and traffic patterns. The successful candidate will be responsible for overseeing the deployment, tuning, and operation of the HBA solution, ensuring that it meets budget, schedule, and quality requirements. As a Network Engineer, you will serve as the primary point of contact for the HBA technical baseline, leading day-to-day operations and maintenance. This role requires a deep understanding of the VA's data, processes, policies, controls, infrastructure, and organizational landscape. You will be expected to perform multiple engineering-related tasks across various assignments, demonstrating strong technical skills and a knack for learning new technologies. The position aligns with the Engineer 2 level at 9th Way Insignia, where you will be expected to work independently and resolve complex problems while contributing to the overall success of the project. In this role, you will plan, support, and evaluate complex existing network systems, making recommendations for resources required to maintain and expand service levels. You will provide technical assistance in network planning, engineering, and architecture, develop technical standards, and interface applications. Additionally, you will be responsible for documenting procedures, maintaining network diagrams, and ensuring the highest level of network performance. This position also involves leading and directing the work of other Network Engineers, making it a pivotal role within the team.

Responsibilities

  • Create network architectures that meet organizational needs, including LANs, WANs, and intranets.
  • Provide regular reports on network status and performance to management.
  • Maintain detailed records of network configurations, changes, and performance metrics.
  • Offer support to users, staff members, clients, or suppliers to ensure smooth network operations.
  • Work with vendors and other IT personnel to resolve problems and implement new solutions.
  • Run operations for disaster recovery and data backups.
  • Implement and manage security tools, policies, and procedures to protect data and network integrity.
  • Provide Level-2/3 support to resolve network issues.
  • Ensure system availability and reliability by monitoring network performance.

Requirements

  • Bachelor's degree in computer science, information technology, project management, or related field.
  • 5+ years of proven experience with a strong track record of delivering projects on time. 8 years of additional relevant experience may be substituted for education.
  • Proficiency in using network diagnostic and monitoring tools.
  • Experience in setting up and managing virtual networks and firewalls.
  • Understanding different network topologies and the configuration of network devices.
  • Strong problem-solving abilities and a proactive approach to issue resolution.
  • Effective communication skills, both written and verbal, for conveying complex technical concepts to non-technical stakeholders.
  • Detail-oriented mindset with a focus on delivering high-quality results.
