About the position

The Network Engineering and Operations Lead position at the Office of the Director of National Intelligence (ODNI) involves overseeing complex computer engineering projects and managing the design, construction, testing, and implementation of technical specifications. The role requires providing technical oversight, exercising independent judgment on engineering solutions, and leading the development of enterprise infrastructure services across multiple cloud service providers. This position is critical in ensuring the effective integration and interoperability of diverse capabilities developed by separate service providers.

Responsibilities

• Perform work on complex computer engineering projects with ill-defined requirements and multiple dependencies.
• Manage the design, construction, testing, and implementation of technical and functional specifications.
• Provide technical oversight and coordinate activities throughout the project lifecycle.
• Exercise independent judgment on engineering solutions and provide guidance to junior engineers.
• Deconflict complex functional requirements into underlying technical requirements.
• Develop technical and systems requirements and conduct technical research on operational guidelines and best practices.
• Analyze, define, and document requirements for cloud-based infrastructure and network connectivity.
• Participate in the design, evaluation, selection, implementation, and support of development and production support tools and platforms.
• Oversee the effective integration and interoperability of disparate capabilities developed by separate service providers.
• Lead the development of enterprise infrastructure services supporting both internet-connected and air-gapped networks.

Requirements

• Must have 10 years of progressive information technology management experience.
• Subject matter expertise in on-premise and cloud networking, local area networks, wide area networks, and operation centers.
• Extensive experience in cross-community complex programs and making recommendations to improve products and services.
• Demonstrated ability to balance responsibilities among project activities and manage transitions effectively.
• Strong interpersonal, organizational, and problem-solving skills, with the ability to work independently and in a team environment.
• Excellent verbal and written communication skills, with the ability to convey complex information clearly.
