About the position

The Network Implementation Program Manager at Lumen Technologies plays a crucial role in the planning, scheduling, coordinating, and managing a diverse range of projects related to the construction of Outside Plant (OSP) facilities. This position is responsible for overseeing the entire construction process from conceptualization to completion, ensuring that all projects adhere to budgetary constraints and timelines. The Program Manager will create engineering plans for individual projects, which may involve relocations or new installations of fiber networks, while working within fiscal guidelines for funding requests. In this role, the Program Manager will oversee contractors, various trade workers, and project managers, ensuring that all aspects of the construction process meet the required quality standards. The position requires effective monitoring and management of engineering and construction quality, as well as the resolution of any issues that may arise during the project lifecycle. The Program Manager will also be responsible for accurately reporting on project progress and updating relevant databases, such as CDFS, Road moves, Maintenance, Damage Claim projects, and Business as Usual. The successful candidate will be expected to build strong relationships with engineering vendors and construction contractors, effectively balancing workloads among resources to maintain project schedules. Additionally, the Program Manager will create Method of Procedures (MOPs) for all maintenance activities on the fiber network, ensuring that all projects are executed efficiently and effectively.

Responsibilities

  • End to end project management for various projects involving the relocation, maintenance, repair, and construction of ISP and OSP facilities.
  • Oversee the construction process from concept to completion and ensure that the projects meet the quality, budget, and timelines for delivery.
  • Build relationships, manage, and supervise engineering vendors, construction contractors, various trade workers, and project managers.
  • Effective workload balancing among resources to maintain schedules.
  • Effectively manage the quality and completion of work by all vendors through inspecting, identifying, and correcting any issues.
  • Field interface for engineering or construction.
  • Report on the progress of all projects and update key stakeholders and applicable systems.
  • Creating MOPs for all maintenance activities on the fiber network.

Requirements

  • Bachelor's degree or equivalent education with 2-3 years of relevant experience.
  • Minimum of 5 years of experience in telecommunication network engineering, construction, maintenance, and repair environments.
  • Possesses project management and coordination skills, as well as strong technical, analytical, problem-solving, and communication skills.
  • Knowledgeable and able to work in appropriate systems, such as CAD, GIS, and Microsoft Office.
  • Fluent on current approved products and technology.
  • Must be able to drive company vehicle.
