About the position

The Lead Network Implementation Program Manager at Lumen plays a crucial role in the planning, scheduling, coordinating, and managing of a diverse range of projects. This position oversees the engineering and construction processes from the initial conceptualization phase through to completion. The manager is responsible for supervising engineers, construction supervisors, contractors, various trade workers, and project managers, ensuring that all aspects of the Network Implementation align with Lumen's fiber build objectives. The role requires effective monitoring and management of quality and completion of work, with a focus on resolving issues promptly. Additionally, the manager is tasked with accurately reporting on project progress and updating relevant databases as necessary. Leadership is a key component of this role, as the manager will guide the team during various calls and meetings, setting objectives, goals, and metrics to meet business needs. Furthermore, the manager serves as the first point of escalation for market-related issues, ensuring that all projects are executed efficiently and effectively. In this role, the manager will engage in end-to-end project management for various initiatives involving the relocation, maintenance, repair, and construction of Outside Plant (OSP) facilities. This includes overseeing the construction process from site surveys to project completion, ensuring that all projects meet quality standards, budget constraints, and delivery timelines. Building strong relationships with engineering, construction, and splicing vendors is essential to ensure the quality of work performed. The manager will also be responsible for reporting on project progress to key stakeholders and updating applicable systems accordingly. The position requires multi-discipline expertise and the ability to handle complex work involving external vendors, including network expansions, relocations, and building additions.

Responsibilities

  • End to end project management for various projects involving the relocation, maintenance, repair, and construction of OSP facilities.
  • Oversee the construction process from site survey to completion and ensure that the projects meet the quality, budget, and timelines for delivery.
  • Build relationships, manage, ensure quality of work performed by engineering, construction and splicing vendors.
  • Report on the progress of all projects and update key stakeholders and applicable systems.
  • Multi-discipline expertise and responsibility.
  • Complex work using external vendors: network expansion, relocations, building adds.

Requirements

  • Must have a valid driver's license, with satisfactory driving record. MVR check will be required.
  • Minimum of 5 years of experience in telecommunication network engineering, construction, maintenance, and repair environments.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) along with CAD and GIS.
  • Fluent on current approved products and technology.
  • Strong leadership attributes; ability to lead, instruct and delegate.
  • Excellent communication skills.
  • Strong organizational / admin skills.
  • Ability to manage multiple priorities under tight deadlines.
  • Ability to build relationships with cross functional partner departments, vendors, and developers.
  • Previous experience with supervision of projects and project management.
  • Possesses project management and coordination skills, as well as strong technical, analytical and problem-solving.
  • Ability to forecast.
