About the position

The New York City Department of Youth and Community Development (DYCD) is seeking a Network & Systems Engineer to enhance, secure, maintain, and support its IT infrastructure. This role is critical in ensuring that the agency's technology systems are robust and effective in serving the community. The ideal candidate will possess a comprehensive understanding of various core technologies that are essential in an enterprise IT environment. These technologies include, but are not limited to, Switching & Routing, Firewalls, Load Balancers, FortiSIEM, VOIP, Windows/Azure, Group Policy, LDAP (Active Directory), DNS, DHCP, and Configuration Management. The Network & Systems Engineer will be responsible for configuring and managing LAN services and DYCD endpoints on the CityWide WAN, collaborating closely with the Department of Office of Technology and Innovation (OTI). The role also involves designing and maintaining technology systems to enhance the agency's operational efficacy. The candidate will engage in regular incident response exercises, partner with security teams to improve workflows, conduct architecture risk analyses, and manage router and switch configurations for both LAN and WAN environments. In addition to these responsibilities, the engineer will analyze and administer Windows servers, manage the Active Directory infrastructure, and support wireless mobile devices. The position requires proactive measures to ensure high levels of systems and infrastructure availability, as well as the ability to troubleshoot and resolve issues effectively. Documentation and maintenance of hardware and software assets, along with the creation of IT procedures and policies, are also key components of this role. The Network & Systems Engineer will participate in special projects and initiatives as assigned, contributing to the overall mission of the DYCD to alleviate poverty and provide opportunities for New Yorkers.

Responsibilities

  • Plan and execute regular incident response and postmortem exercises, focusing on measurable benchmarks.
  • Partner with the security engineering team to improve tool usage and workflow.
  • Conduct architecture risk analysis and propose modifications to address security gaps.
  • Manage and support routers and switch configurations for LAN and WAN.
  • Analyze, support, and administer Windows servers for both physical and virtual environments.
  • Manage the Active Directory (AD) infrastructure and ensure integration with network and security components.
  • Participate in the lifecycle of operating systems, application software, and system management tools.
  • Collaborate with OTI teams to support systems and services hosted by OTI.
  • Support wireless mobile devices with connections and synchronization to email and calendars.
  • Proactively ensure high levels of systems and infrastructure availability.
  • Write and maintain custom scripts to increase system efficiency.
  • Troubleshoot and resolve issues on supported systems and services.
  • Communicate with management on system health and project statuses.
  • Document and maintain inventory of Agency hardware and software assets.
  • Create and update IT procedures, policies, and processes.
  • Perform special projects and initiatives as assigned.

Requirements

  • A certificate from an accredited technical school with a specialization in computer operations and two years of satisfactory full-time computer operations experience, or
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time experience, or
  • A four-year high school diploma and four years of satisfactory full-time experience, or
  • A satisfactory combination of education and/or experience equivalent to the above, with at least two years of full-time experience.

Nice-to-haves

  • Experience with Dell hardware and OS software, including Cruz Operation Center and various Dell EMC Networking models.
  • Experience with routing and switching protocols, QoS, multicast, NTP, VLAN configurations, and more.
  • Knowledge of network troubleshooting using tools such as network analyzers and sniffers.
  • Knowledge of IP addressing and subnetting (IPv4/6).
  • Knowledge of VOIP call manager and gateway Router.
  • Familiarity with Microsoft Azure Services.
  • Experience using infrastructure automation tools (e.g., Docker, Jenkins).
  • Experience managing production Windows servers for mission-critical initiatives.
  • Experience working with SIEM systems and other network monitoring tools.
  • Working knowledge of AirWatch MDM or equivalent enterprise-grade Mobile Device Management software.
