The Financial Systems Analyst II position will support an accredited DoD Cyber Red Team, specifically the Naval Information Warfare Systems (NAVWAR) Red Team (NWRT). This role involves performing security assessments, participating in operational test (OT) events, and conducting penetration tests. The ideal candidate will have a Bachelor's degree in a business-related field and at least three years of experience providing financial management support to a program/project and/or corporate operations department. Responsibilities include providing advice and technical assistance in the preparation of annual budgets, measuring organizational performance, and assessing the effects of various programs and policies on the budget. The candidate will also examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives. Additionally, the role requires employing cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods. The candidate will need to examine past and current budgets, research economic and financial developments that affect the organization's spending, and develop guidelines and policies governing the formulation and maintenance of budgets. The position may also involve conducting training sessions for company or Government agency personnel regarding new budget procedures, coordinating financial activities across various stakeholders, managing finances across multiple funding types, tracking budgets, costs, and variances, and producing executive summaries. Financial reporting and analyses on financial issues and customer requirements will also be part of the responsibilities, along with developing and proposing courses of actions (COAs) and recommendations for financial issues.

Responsibilities

Requirements

  • Bachelor's degree in a business-related field.
  • Three (3) years of experience providing financial management support to a program/project and/or corporate operations department.
  • Experience in preparing annual budgets and measuring organizational performance.
  • Ability to assess the effects of various programs and policies on the budget.
  • Experience examining budget estimates or proposals for completeness, accuracy, and conformance with established procedures.
  • Proficient in research methods, statistical analysis, and the use of financial/analytical software (spreadsheets).
  • Experience working as part of a team in the delivery of product or service.
  • Experience working with the Navy Working Capital Fund business model.
