About the position

The Nursing Facility Rates and Policy Director plays a pivotal role within the Minnesota Department of Human Services, specifically in the Aging and Disability Services division. This position is responsible for developing and overseeing the state's policies regarding the purchasing of services from Nursing Facilities (NFs). The director will engage in strategic planning and program development to ensure a sustainable framework that enhances the quality and accessibility of long-term care programs and services. This role is crucial in directing division staff and operations related to policy development, program administration, and service delivery, ensuring that the NF rates policy, systems, and processes are effectively managed. In addition to overseeing data collection, reporting, and research on the quality of care and life for NF residents, the director will also focus on equity concerning NF access and utilization. The incumbent will provide leadership on legislative matters related to nursing home issues and offer high-level consultation to providers on strategic, technical, and planning issues. This position requires a comprehensive understanding of the aging process, demographic trends, and various federal and state policy directions in long-term services and supports (LTSS). The director will also be responsible for ensuring compliance with established standards and managing the budget and contract/grant processes effectively. Responsibilities

  • Develop and oversee state policies for purchasing services from Nursing Facilities (NFs).
  • Engage in strategic planning and program development to enhance long-term care programs and services.
  • Direct division staff and operations related to policy development and program administration.
  • Oversee NF rates policy, systems, and processes, including data collection and reporting.
  • Provide leadership on legislative work related to nursing home issues.
  • Consult with providers on strategic, technical, and planning issues.
  • Ensure compliance with established standards and manage budget and contract/grant processes.

Requirements

  • Professional leadership or supervisory experience AND 2 years of professional experience managing programs, including strategic planning and directing the work of staff OR 5 years of professional leadership or supervisory experience.
  • Experience with principles of management, public administration, budget administration, and contract/grant management processes.
  • Knowledge of the aging process and demographic trends, home and community-based programs, and relevant federal and state policy directions in LTSS.
  • Expertise in LTSS services, NF services, and financing, including rate setting methodologies and models governing NF reimbursement.
  • Familiarity with Minnesota's health and continuing care programs, systems, financing, coverage, and managed care services.
