About the position

The Expert Software Architect position at Voyatek involves leading the technical architecture for various projects within the NYS Office for Mental Health. This role focuses on developing and modifying applications, mentoring other programmers, and ensuring the integration of secure web services. The architect will play a crucial role in enhancing technology solutions that impact public sector agencies and higher education institutions, ultimately aiming to improve community wellbeing and operational efficiency.

Responsibilities

• Develop technical architecture for the EHR Interface Analysis and Application Modification and other OMH projects.
• Participate in business analysis and systems development lifecycle.
• Use Microsoft Visual Studio 2022 or higher and write code using MVC Architecture, .Net, JavaScript, Ajax, HTML, XML, Web APIs and WCF.
• Prepare scripts to create and modify existing Oracle tables, create indexes, constraints, triggers, views, etc., code stored procedures and packages, convert and migrate data when necessary.
• Perform data manipulation, including manipulation of Protected Health Information data.
• Mentor and assist other programmers, both state and consultant, providing guidance for debugging, troubleshooting, securing and deploying applications, data access, data communications and system architecture configurations.
• Use a source code repository TFS/GitLab for checking source code in and out, branching off new versions of the source code.
• Diagnose and debug production issues reported via ITSM, escalate critical calls as necessary and join bridge calls to assist in diagnosis.

Requirements

• 84+ months of experience providing guidance to large teams and extensive industry experience as a lead technical architect.
• 84 months of experience using Microsoft Visual Studio to develop complex n-tier web browser-based applications in ASP.Net/MVC and/or C# for n-tier web deployment.
• 84 months of experience using PL/SQL to develop Oracle packages, triggers, stored procedures, functions, scripts and cursors.
• 84 months of experience creating formal Technical Architecture documentation based on system requirements and interpreting and analyzing business requirements.
• 84 months of experience with Service Oriented Architecture (SOA) application integration including development of secure .Net web-services using WCF and REST Services.
• 36 months of experience developing applications that follow Web Content Accessibility Guidelines 2.0.
• 72 months of development experience using Team Foundation Server and/or GitLab including CI/CD for source code management.
• 24 months of experience with user provisioning, authentication and authorization using OKTA, LDAP, RSA.
• 24 months of experience coding and maintaining applications containing Health Care data that fall under HIPAA PHI along with HL7 and/or FHIR Transformation.
