About the position

The Cultural Resources Program Manager at ODOT is responsible for planning, organizing, administering, and monitoring the statewide cultural resources program. This role involves leading a team of professionals to ensure compliance with federal and state laws regarding cultural resource management, including archaeology and architectural history. The Program Manager serves as a subject matter expert, providing guidance and technical assistance, and represents ODOT at various levels on cultural resource issues related to transportation.

Responsibilities

  • Manage and oversee the staff of the Cultural Resources Program.
  • Oversee and manage the ODOT Cultural Resources Program, providing guidance, training, and coaching for a staff of full and part-time individuals.
  • Ensure timely delivery of cultural resources (Section 106) consultation in accordance with established project schedules.
  • Establish and maintain effective communication between the Cultural Resources Program and all divisions of ODOT.
  • Develop and maintain standards, policies, procedures, and staffing requirements needed to execute programs.
  • Ensure that appropriate methodologies and evaluations are performed for cultural resources studies.
  • Provide assistance to ODOT Field Districts and Central Office regarding cultural resources issues.
  • Prepare Memoranda of Agreements (MOAs) to address and mitigate adverse effects to historic properties.
  • Oversee the successful completion of Programmatic and Individual Section 4(f) evaluations for historic properties.
  • Manage program budget and co-manage the ODOT Cultural and Natural Resources Program contract with the University of Oklahoma.

Requirements

  • Master's degree in history, archaeology, anthropology, or closely related field.
  • 36 months related research experience, including supervision, or 72 months related research experience in lieu of the Master's degree.
  • Effective verbal and written communication skills.
  • Proficient in Microsoft Office.
  • Highly organized and able to handle multiple projects and deadlines.
  • Ability to supervise staff and communicate directions and expectations effectively.
  • Advanced scientific knowledge in the field of study.
  • Ability to work independently and as a member of a team.
  • Project management experience.
  • Detail-oriented and excellent organizational skills.

Nice-to-haves

  • Experience in research, writing, teaching, interpretation, or other professional activity consistent with regulatory compliance.
  • Experience in project coordination and managing a heavy project load with dynamic schedules.
  • Personnel and task management experience.
  • Thorough knowledge of Section 106 of the National Historic Preservation Act and Section 4(f) of the USDOT Act.

Benefits

  • Full-time position with a salary of $95,000 a year.
