About the position

The Office of Emergency Management (OEM) Deputy Director - Operations is responsible for overseeing emergency preparedness, response, recovery, and mitigation activities in Campbell County. This role involves training local coordinators, managing the Emergency Operations Center during activations, and coordinating emergency services training and operations. The Deputy Director will work closely with the OEM Director and senior county leadership to ensure effective emergency management practices are in place.

Responsibilities

• Provides recommendations to the OEM Director and senior county leadership regarding emergency services operations and plans for activities declared a 'state of emergency'.
• Assists with and/or conducts training for local coordinators and newly appointed coordinators.
• Coordinates emergency services training on a Countywide basis, including scheduling, securing resources, and meeting with instructors.
• Manages the County's Emergency Operations Center during emergency activations, directing its functions as required.
• Oversees staff activities related to emergency response preparedness, recovery, and mitigation, providing guidance as necessary.
• Coordinates Emergency Shelter Operations and Points of Distribution, acting as a liaison with the American Red Cross.
• Represents the OEM on various committees, councils, and boards related to emergency management.
• Serves as the county Search and Rescue Coordinator.
• Assists in research, application, and management of grants for the department.

Requirements

• One year of professional experience in emergency management tasks.
• Knowledge of public emergency management and safety programs.
• Experience with the Incident Command System (ICS) under the National Incident Management System (NIMS).
• Ability to develop and implement operational and administrative procedures.
• Effective communication skills in verbal and written form with various stakeholders.
• Ability to work extended hours during emergencies.
