About the position

The Director of the Office of Immigrant Affairs and Economic Inclusion is responsible for leading initiatives that support immigrant integration and economic development in Detroit. This role involves overseeing programs, managing staff, coordinating with service providers, and advocating for inclusive policies to enhance the well-being of immigrant communities.

Responsibilities

  • Develop and oversee initiatives and projects related to immigrant affairs and economic inclusion.
  • Analyze program operations to evaluate effectiveness in meeting goals and objectives.
  • Conduct cost analyses and economic evaluations of programs.
  • Perform field surveys and research for budget and management studies.
  • Utilize data collection techniques to evaluate programs and report findings to management.
  • Advise on automation benefits to improve administrative efficiency.
  • Analyze legislation to assess impact on program operations.
  • Develop new administrative policies and regulations as needed.
  • Manage grant application processes and ensure compliance with reporting requirements.
  • Monitor and analyze grantee financial and progress reports.
  • Conduct post-award reviews to identify management and financial issues.
  • Testify before grant committees and provide expert advice on funding and grant administration.
  • Identify strategic grant opportunities in public and private sectors.
  • Develop and evaluate economic and community development programs and contracts.
  • Attend meetings and summarize discussions for management.
  • Assist in drafting proposals and requests for qualifications.
  • Track contractor performance upon award of contracts.
  • Perform cost estimates for rehabilitation and modernization projects.
  • Respond to HUD monitoring findings and assist in audits.
  • Manage city tax abatements related to housing and mixed-use developments.
  • Inspect projects to ensure compliance with quality standards.
  • Serve as a liaison with grantors and resolve issues with grant recipients.
  • Communicate project status and issues to stakeholders and management.
  • Conduct process analysis to support business practices with technology changes.
  • Build coalitions among stakeholders and negotiate project advancements.
  • Create a sense of belonging and ownership among team members.
  • Facilitate discussions and resolve conflicts effectively.
  • Champion business process and technology changes.
  • Ensure fiscal control and accountability for project budgets.

Requirements

  • Bachelor's degree in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.
  • Considerable experience advocating for the rights and needs of immigrant and refugee populations.
  • Extensive knowledge of local organizations addressing the needs of underserved populations.
  • Familiarity with immigration laws, programs, and federal requirements.
  • Proven track record of implementing strategy-based, community-led policies and outcomes tracking.
