About the position

The primary purpose of the Offshore Wind Energy Roadmap Project Coordinator position is to lead the development and implementation of an Offshore Wind Energy Roadmap for the state of Oregon through a comprehensive engagement process. This role will serve as the department's lead on offshore wind energy policies, procedures, and the review of proposed projects. The offshore wind energy sector is an emerging industry globally, presenting a significant opportunity for clean energy development, particularly in the state and federal waters off the coast of Oregon. The position recognizes the potential impacts—both positive and negative—of offshore wind energy development on Oregon's oceans, ecosystems, and coastal communities, including environmental considerations, fishing industries, Tribal cultural resources, and coastal economies. As mandated by House Bill 4080 (HB 4080) during the 2024 legislative session, the Department of Land Conservation and Development (DLCD) is tasked with collaborating with the Governor's office, tribal nations, other agencies, local governments, and various stakeholders to complete the Offshore Wind Energy Roadmap. This Roadmap aims to create a transparent, equitable, and community-driven process for planning, siting, developing, and operating floating offshore wind energy projects and their associated infrastructure. The Project Coordinator will lead the state in conducting an open, proactive dialogue that encompasses all interests in Oregon, ensuring that the Roadmap reflects a comprehensive understanding of the diverse perspectives involved in state, tribal, regional, and federal planning and decision-making. The role will also involve leading the implementation elements of the Roadmap, which may include potential amendments to the Territorial Sea Plan part 5. The position is expected to foster collaboration among a team of professionals dedicated to the agency's mission and priorities, while also promoting diversity, equity, and inclusion within the agency's operations and planning programs. The successful candidate will be instrumental in ensuring that the Roadmap aligns with the agency's foundational goals of equity and inclusion, recognizing the importance of diverse perspectives in achieving effective planning outcomes.

Responsibilities

  • Lead the development and implementation of the Offshore Wind Energy Roadmap for Oregon.
  • Act as the department's lead on offshore wind energy policies and procedures.
  • Review proposed offshore wind energy projects and provide guidance.
  • Conduct comprehensive engagement processes with stakeholders, including tribal nations and local governments.
  • Facilitate open and transparent dialogues around offshore wind energy development.
  • Ensure the Roadmap reflects diverse interests and perspectives in planning and decision-making.
  • Lead the implementation of the Roadmap, including potential amendments to the Territorial Sea Plan part 5.

Requirements

  • Master's degree in Urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography, or a related field and three years of relevant experience; OR a Bachelor's degree in the same fields with four years of relevant planning experience; OR eight years of relevant planning experience; OR an equivalent combination of education and experience.
  • Strong organizational skills and ability to prepare and present complex concepts effectively.
  • Understanding of offshore wind policies, regulations, and projects.
  • Excellent communication skills, both written and verbal, including proofreading abilities.
  • Ability to establish and maintain cooperative working relationships with diverse stakeholders.
  • Capacity to engage with stakeholders representing a multitude of perspectives.
  • Ability to work independently and carry out assignments without detailed instructions.
  • Strong coordination and public relations skills.
