About the position

The OMF Financial Analyst 3 position is a critical role within the University of New Orleans, focusing on the comprehensive management of grant-related financial activities. This position is responsible for primary accounting functions related to grant monitoring administration, compliance, and financial reporting for awarded grants from inception through to final closing. The analyst will set up new grants, enter indirect cost allocations, and ensure accurate journal entries are matched appropriately. In addition to grant management, the role involves conducting training and professional development for assigned staff, as well as performing annual performance evaluations to set future goals and strategies. The analyst will also be tasked with developing both long and short-term plans for staff organization, ensuring that the division operates efficiently and effectively. The OMF Financial Analyst 3 will serve as the financial subject matter expert (SME) for programmatic reporting and policy changes that impact financial reporting for each assigned program. This includes monitoring and maintaining file exchanges and updates to data and financial files between Louisiana Department of Health (LDH) programs and the Office of Management and Finance (OMF). The analyst will also be responsible for reconciling errors in financial reporting submitted by Program Staff and will work to resolve these issues to prevent future discrepancies. Regular communication with Program Staff is essential, including running monthly Open Grants reports, researching expenditure anomalies, and preparing data for fiscal office funding draws from Federal Agencies. The analyst will also prepare and coordinate quarterly reports for Federal Agencies, ensuring collaboration with other offices to gather necessary information. Compliance with internal policies related to grant funds and applicable regulations is a key responsibility, along with performing all grant closing activities and providing data for annual grant audits and financial reports.

Responsibilities

  • Provide primary accounting functions for all grant monitoring administration, compliance, and financial reports of awarded grants through final closing.
  • Set up new grants, enter indirect cost allocations, and match journal entries.
  • Conduct training, supervision, and professional development of assigned staff.
  • Conduct annual performance evaluations for each subordinate, setting future goals and strategies.
  • Develop long and short-term plans for staff organization.
  • Assist in the development of standards, procedures, and best practices to ensure efficient and effective division operations.
  • Meet with Program Staff when a grant is awarded to review responsibilities for grant management and reporting.
  • Serve as the financial subject matter expert (SME) for programmatic reporting and policy changes that impact financial reporting of each program assigned.
  • Monitor and maintain file exchanges and updates to data/financial files between LDH programs and OMF.
  • Reconcile errors on financial reporting submitted by Program Staff to OMF and seek resolution with Program Staff to avoid future errors.
  • Attend subsequent meetings to maintain communication throughout and at the conclusion of the grant.
  • Run Open Grants report monthly and review balances.
  • Research expenditure anomalies and create adjusting entries for expenditures as needed.
  • Provide periodic updates to Program Staff on available grant funds.
  • Prepare monthly data for the fiscal office on funding draws from Federal Agencies.
  • Prepare/coordinate quarterly reports for Federal Agencies while contacting/collaborating with other offices as needed to gather required information.
  • Reconcile interim and final financial reports, and verify final financial reports with the Fiscal Office.
  • Provide grant data for annual grant audits (A133 audit) and for Annual Financial Report (AFR) and Schedule of Expenditures of Federal Awards (SEFA).
  • Monitor compliance with internal policies related to grant funds and any other applicable grant regulations.
  • Perform all grant closing activities.
  • Other tasks as required.

Requirements

  • Bachelor's degree or six years of professional experience in lieu of degree.
  • Minimum two years of general accounting experience or equivalent experience managing grants, or with ensuring compliance with legal or contractual requirements.
  • Minimum two years of professional experience with state financial systems such as LaGov or ISIS or federal financial systems such as the Automated Standard Application for Payments (ASAP).
  • Minimum one year of supervisory experience.
  • Knowledge of Louisiana Medicaid policies & procedures.
  • Proficient in the use of Microsoft Office, including but not limited to Outlook, Word, and Excel.
  • Knowledge of generally accepted accounting principles (GAAP).
  • Strong verbal and written communications skills and ability to communicate technical concepts to technical and nontechnical audiences.
  • Great attention to detail and follow up.
  • Excellent interpersonal skills, ability to provide a high level of customer service and establish and maintain effective interdepartmental communications and relationships.

Nice-to-haves

  • Advanced degree or Bachelor's Degree in Accounting, Finance, Business Administration or a related field.
  • Minimum three years of general accounting experience or equivalent experience managing grants, or with ensuring compliance with legal or contractual requirements.
  • Minimum three years of professional experience with state financial systems such as LaGov or ISIS or federal financial systems such as the Automated Standard Application for Payments (ASAP).
  • Minimum three years of professional experience in healthcare field, Medicaid program support, or working with insurance/Medicare.
  • Minimum two years of supervisory experience.
