About the position

The On-Site Property Manager is responsible for the day-to-day management of the San Diego Housing Commission's rental properties, ensuring effective operations and tenant relations. This role requires considerable interaction with applicants, tenants, contractors, and vendors, and involves independent judgment in various situations. The position is critical for maintaining the quality of SDHC owned properties and requires the manager to reside on-site, providing a unique living and working environment.

Responsibilities

  • Manage all aspects of an assigned unit, including cash flow analysis, budget preparation, and tenant relations.
  • Supervise, direct, and evaluate maintenance and other assigned personnel.
  • Screen and approve or reject prospective residents and manage lease documentation.
  • Monitor the market and develop effective lease renewal programs.
  • Implement and assess property marketing strategies.
  • Ensure compliance with HUD requirements and maintain waiting lists for programs.
  • Attend to resident requests and consult with Housing Supervisor on tenant issues.
  • Develop and manage yearly budgets, ensuring projects operate within approved limits.
  • Conduct inspections of properties and generate work orders for maintenance needs.
  • Authorize work orders requiring outside contractors and monitor their progress.
  • Ensure properties present an aesthetically pleasing appearance and maintain cleanliness.
  • Adhere to all relevant laws and Commission policies regarding property management.

Requirements

  • High School diploma or equivalent.
  • Two years of responsible property or apartment management and supervisory experience.
  • Knowledge of applicable Federal, State, and local laws related to residential housing leasing.
  • Experience in tenant retention and relations.
  • Basic financial record keeping and budget preparation skills.

Nice-to-haves

  • 3-5 years of Affordable Housing and Supervisory experience preferred.
