About the position

Strategic Analysis, Inc. (SA) is seeking a versatile and skilled Onboarding Specialist to support the Advanced Research Projects Agency for Health (ARPA-H) activities. The mission of ARPA-H is to accelerate better health outcomes for everyone by supporting the development of high-impact solutions to society's most challenging health problems. The Onboarding Specialist will play a crucial role in facilitating the onboarding and offboarding processes for contractors, ensuring a smooth transition for new hires into the organization. This position requires a proactive individual who can thrive in a fast-paced environment and effectively support senior leadership in various administrative tasks. The Onboarding Specialist will assist the SETA Coordinator with onboarding and offboarding activities, which includes coordinating the onboarding processes and providing administrative support for HR workloads. This involves tasks such as reviewing USA staffing, data entry, and developing Excel files to track onboarding progress. The specialist will initiate all new contractors' records using the NIH Employee Database (NED) and ensure that all necessary registrations for new contract staff are completed for Administrative Officer Approval. Communication is key in this role, as the specialist will need to liaise with the SETA Coordinator, the Administrative Officer, and the onboarding team to ensure that all processes are running smoothly and efficiently. In addition to these responsibilities, the Onboarding Specialist will be responsible for maintaining the SETA tracking log, updating the DPSAC clearance status daily, and addressing any bottlenecks that may cause delays in start dates. The role also involves preparing HSPD-12 waivers for remote contract staff who require a PIV exemption, assisting in the development of Standard Operating Procedures, and actively participating in team meetings to contribute ideas for improving efficiency. Familiarity with NIH/HHS systems is a plus, although not required, and strong customer service skills are essential for success in this position.

Responsibilities

  • Assist SETA Coordinator with onboarding and offboarding activities involving contractors.
  • Coordinate onboarding processes and provide administrative support for HR workloads, including USA staffing review and data entry.
  • Develop Excel files to track onboarding progress and provide onboarding support for one or more ARPA-H offices.
  • Initiate all new contractors' records using the NIH Employee Database (NED) and complete registrations for all new contract staff for Administrative Officer Approval.
  • Communicate with the SETA Coordinator, the Administrative Officer, and onboarding team once the NED registration has been initiated.
  • Enter all new contractors on the SETA tracking log and update DPSAC clearance status daily.
  • Communicate with onboarding team and SETA Coordinator if there are any bottlenecks causing delays in start dates.
  • Prepare HSPD-12 waivers for remote contract staff who need a PIV exemption.
  • Assist SETA Coordinator in preparing slides, communication plans, and briefing materials.
  • Check ARPA-H Offices' SLACK channels daily for questions relating to new contractor requests and refer all questions to the SETA Coordinator.
  • Attend team meetings, actively participate in team discussions, and communicate new ideas for better efficiency.
  • Assist SETA Coordinator in the development of Standard Operating Procedures.

Requirements

  • Bachelor's Degree preferred.
  • 3 to 5 years of experience in HR required.
  • Strong customer service skills are essential.
  • Familiarity with NIH/HHS systems is a plus.

Nice-to-haves

  • NIH business system experience is desired but not required.
