About the position

The Operations Analyst 3 position at a leading Pacific Northwest utility provider is a critical role focused on enhancing decision-making processes through data analysis and modeling techniques. This position is based in Vancouver, Washington, and is designed for individuals who are passionate about public service and environmental preservation. The Operations Analyst will be responsible for formulating and applying various modeling techniques and optimizing methods to develop and validate information that aids management in decision making, policy formulation, and process development. The role emphasizes the importance of collecting and analyzing data, analyzing workflow, and developing process analysis and decision support information and documents. In this role, the analyst will provide project management support for compliance mitigation plans and asset strategy initiatives. This includes tracking mitigation dates, following up with assigned resources to ensure timely completion of action items, and facilitating meetings to address questions related to compliance and asset strategy plans. The analyst will also create reports and timelines detailing the status of mitigation plan activities and perform quarterly reviews of users with authorized cyber access to systems. Additionally, the analyst will lead project initiatives and process improvement efforts, evaluate current organizational processes for compliance standards, and recommend changes to management. The Operations Analyst will draft management reporting tools to document and communicate the progress of standards-related activities, participate in Incident Reviews and Rapid Response Team meetings, and provide recommendations to management regarding compliance incidents. The role also involves assisting in the maintenance and execution of implemented procedures, providing direct support for data calls and industry surveys, and organizing, monitoring, analyzing, and reporting on performance metrics. The analyst will maintain and update process artifacts, provide briefings on information quality, and assist management in implementing automated data management procedures. Responsibilities

  • Provide project management support for compliance mitigation plans and asset strategy initiatives.
  • Track mitigation dates and follow up with assigned resources to verify action items for mitigation plans are completed on-time.
  • Facilitate meetings to address questions related to compliance and asset strategy plans and initiatives.
  • Create reports and timelines detailing status of mitigation plan activities.
  • Perform quarterly review of users with authorized cyber access to systems and unescorted physical access to Critical Cyber Assets.
  • Lead/facilitate project initiatives and process improvement efforts arising from Process Support and Management team processes.
  • Evaluate current org processes and policies alignment to compliance standards and regulations for accuracy with the standard and recommend changes to management.
  • Draft management reporting tools that document and communicate the progress of standards-related activities to verify timely completion.
  • Participate in Incident Reviews (IRs) and Rapid Response Team (RRT) meetings, representing the implementing manager to provide information, evidence, and artifacts that apply to compliance incidents.
  • Provide recommendations to management to mitigate, comment on, or provide further review for NERC and WECC proposed rulemaking and policies.
  • Draft and recommend processes and procedures, and assist in the maintenance and execution of the implemented procedures.
  • Provide direct support for data calls and industry surveys, including review and analysis of existing documentation and new/changing requirements.
  • Organize, monitor, analyze, and report on performance/metrics pertaining to data call artifacts collection and processes.
  • Maintain and update process artifacts, verifying they are up-to-date and of adequate quality.
  • Draft, recommend, and provide briefings to staff and managers on information quality to raise awareness and transfer knowledge on information quality fundamentals and best practices.
  • Provide input and recommendations regarding how information is organized and displayed in SharePoint and the CCN library.
  • Provide budgetary tracking and analysis for services, equipment orders, O&M trending cost, and expense tail tracking.
  • Assist in tracking access privileges granted for the control center and maintain current system privilege and resource manager information.
  • Coordinate with the Security and Compliance Team (SCT) and the training office to verify completion of NERC-CIP training before granting new access and yearly to verify all current access grants maintain training requirements.
  • Maintain up-to-date, auditable documentation of security privilege control processes.
  • Develop new tools, draft training, and present training to facilitate move to new processes.
  • Assist management in implementing and integrating automated data management procedures.
  • Collect, organize, and validate data and model results to establish data reporting completeness, accuracy, and quality.

Requirements

  • An associate or bachelor's degree in computer science, engineering, business management/administration, organizational development, or closely related technical discipline is preferred.
  • 8-12 years' experience required.
  • 8+ years' experience in written communication and technical writing to interpret SME's input and convert into meaningful performance target language.
  • Expert proficiency in Visio, PowerPoint, Excel, PowerBi, SharePoint, and Access.
