About the position

The Operations Analyst (SOC) position in Arlington, VA, is a critical role that involves tracking, recording, and disseminating all assigned actions and tasks related to the Army, Joint, ECC, and Congressional operations to ensure their completion. The analyst will be responsible for analyzing taskers and providing written comments for program integration tasks associated with various domains including Cyber, Electronic Warfare (EW), Space, Mission Command, Data Cloud management, Information Operations (IO), Operations Security (OPSEC), Military Deception (MILDEC), and other emerging responsibilities. This role requires a thorough review of each task action to identify the necessary requirements and resources needed for successful completion. In addition to task analysis, the Operations Analyst will assist the Government in assigning tasks to divisions within the organization and provide input for the Manager's Internal Control Program (MICP). The analyst will produce a Statement of Assurance (SoA) in accordance with DoDI 5010.40 and the Financial Improvement and Audit Readiness (FIAR) Guidance. This includes preparing written guidance for stakeholders, collecting input from various divisions, and compiling information to produce comprehensive documents that address material weaknesses and corrective action plans. The position also involves monitoring the Army's ECOP system and the Joint Staff's Knowledge Management and Decision Support (KMDS) system to ensure that the appropriate subject matter expertise is present at relevant working groups and Functional Capabilities Boards (FCBs). The analyst will track topics related to Cyber, EW, IO, and other relevant areas in the Capabilities and AROC Management System (CAMS). Furthermore, the analyst is expected to create and maintain a Continuity Book for easy access by other staff members in the office.

Responsibilities

  • Track, record, and disseminate all assigned ETMS2 Army, Joint, ECC and Congressional actions/tasks to completion.
  • Analyze taskers and provide written comments for program integration tasks associated with Cyber, Electronic Warfare (EW), Space, Mission Command, Data Cloud management, IO, OPSEC, MILDEC and other emerging division responsibilities.
  • Assist the Government to review all aspects of each task action and identify requirements and resources required to complete the task.
  • Analyze and provide written recommendations on Army SACO, JACO, ECC and CACO staffing actions.
  • Assist the Government in assigning tasks to a division in the organization for completion.
  • Provide input to the Government lead for the Manager's Internal Control Program (MICP).
  • Produce a Statement of Assurance (SoA) IAW DoDI 5010.40 and the Financial Improvement and Audit Readiness (FIAR) Guidance.
  • Provide written guidance to stakeholders regarding their required input; prepare the Operations Support Division input; collect input from all divisions; compile information to produce the document.
  • Process and track Military and Civilian personnel awards, leave, and Quarterly Travel Requirements for personnel assigned to DAMO-SO.
  • Monitor the Army's ECOP system and the Joint Staff's Knowledge Management and Decision Support (KMDS) system to identify and track all Directorate equities.
  • Create, maintain, and update a Continuity Book for this position that is easily accessible to the other staff in the office area.

Requirements

  • Master's degree required.
  • Ten (10) years of relevant experience required.
  • Working knowledge of DoDI 8500.01 (Cybersecurity), AR 525-22 (U.S. Army Electronic Warfare), AR 525-20 (Information Operations), FM 3-12 (Cyberspace and Electronic Warfare Operations), FM 3-13 (Information Operations), JP 3-12 (Cyberspace Operations), Army Cyber Strategy for Unified Land Operations 2025, and Army Electronic Warfare Strategy for Unified Land Operations 2025.
  • Working knowledge of Statements of Assurance (SoA) and compliance issues related to Federal Managers' Financial Integrity Act of 1982 (FMFIA).
  • Familiarity with DoD Instruction (DoDI) 5010.40, "Managers Internal Control Program (MICP) Procedures,” and Office of Management and Budget Circular No. A-123, "Management's Responsibility for Internal Control."
  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Ability to work with Government-provided software packages (MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel).
  • Ability to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
  • Ability to clearly articulate analysis through both oral and written communication.
  • Ability to focus on Mission requirements while tracking multiple competing priorities.
  • Experience working in headquarters environments on the Army/Joint Staff and/or Major Army Commands.
  • Proficient in planning and execution of working groups.
  • Operational experience using standard automated toolsets to monitor database performance and maintain database operation.
