About the position

The Operations Analyst position within the Colorado Department of Local Affairs (DOLA) is designed to enhance programmatic and operational outcomes through comprehensive analysis and research. The role is part of the Analysis and Research Team (ART), which focuses on delivering analytical products and services across four specializations: Analytics Engineering, Data Analysis, Operations Analysis, and Policy Analysis. The Operations Analyst will engage in three primary duty categories: Operations Analysis, Research, and Capacity Building. In Operations Analysis, the analyst will conduct both qualitative and quantitative analyses of existing processes as part of lean improvement projects. This involves identifying inefficiencies and their root causes, and recommending changes that enhance timeliness or quality. The analyst will also be responsible for creating detailed reports and presentations on organizational metrics, including Wildly Important Goals, Lead Measures, and Key Performance Indicators. Additionally, the role requires evaluating, selecting, and executing appropriate analytical methods and tools, such as spreadsheets (Google Sheets), data visualization software (Looker Studio), or statistical programming languages (Python or R). The Research component of the role involves identifying and documenting workflows to maintain product and service catalogs, process inventories, process diagrams, and business term glossaries. The analyst will gather and organize external information on industry standards, benchmarks, and best practices related to housing program administration and public sector operations. Acting as a business analyst for Division of Housing Projects, the Operations Analyst will contribute to scoping documentation, deliverable specifications, risk assessments, and time estimates, while also supporting administrative staff and data managers in understanding business needs. In terms of Capacity Building, the analyst will support the intake of analysis requests and operational issues, ensuring the implementation and continuation of process improvements after analyses are delivered. This includes developing and delivering training on how operations analyses can be utilized by peer teams, acting as an advisory resource for project coordination and process improvement practices, and maintaining documentation for individual and team procedures, standards, and templates.

Responsibilities

  • Conduct qualitative and quantitative analyses of existing processes to identify inefficiencies and recommend changes.

  • Evaluate, select, and execute appropriate analytical methods and tools for analyses.
  • Identify and document workflows to create and maintain product and service catalogs, process inventories, and process diagrams.
  • Gather and organize external information on industry standards and best practices.
  • Act as a business analyst for Division of Housing Projects, contributing to scoping documentation and deliverable specifications.
  • Support administrative staff and data managers in understanding business needs and creating operational catalogs.
  • Support the intake of analysis requests and operational issues before analyses start.
  • Develop and deliver training on how operations analyses can be used by peer teams.
  • Create and maintain documentation for individual and team procedures.

Requirements

  • Six years of professional experience conducting operations analysis and communicating the impact of proposed or existing processes to program managers and/or stakeholders.
  • Bachelor's Degree in Business Administration, Public Administration, Public Policy, Management Science, Operations Research, or Industrial Engineering plus two years of relevant experience.
  • Master's degree in a related field plus one year of relevant experience.
