About the position

GovCIO is currently seeking an Operations & Information Specialist, Subject Matter Expert (SME) to provide essential support at Rock Island, IL. This role is pivotal in ensuring the effective management and coordination of logistics and operational activities within the Logistics Civil Augmentation Program (LOGCAP). The selected candidate will perform independent in-depth research and analysis of emerging policies, regulations, directives, and industrial issues that impact the program. The Operations & Information Specialist will assist the Operations Director with day-to-day operations, ensuring synchronization and coordination across various operational facets. This includes making recommendations and providing information on operational issues that arise within the program. In this position, the specialist will be responsible for reviewing, preparing, analyzing, and coordinating draft staff actions and requests for information. They will also prepare or review briefings and collaborate closely with the Operations Director to ensure that all operational needs are met. The role requires the creation and maintenance of Microsoft Access databases, including the development of new databases as needed to automate data-driven requirements effectively. The specialist will track performance metrics, attend meetings and teleconferences, and maintain updated status reports on non-conformance issues impacting mission capabilities. Additionally, the Operations & Information Specialist will serve as the KTR lead for the LOGCAP PMO Operations Directorate, providing technical guidance and mentorship to Operations Specialists and ensuring that the objectives set by the Director of Operations are met. This position is critical in optimizing the efficiency and effectiveness of the program's operations through innovative strategies and methodologies. The successful candidate will be expected to work collaboratively with other specialists and analysts to develop new strategies and make informed recommendations to enhance operational performance.

Responsibilities

  • Perform independent in-depth research and analysis of emerging policy, regulations, directives, or industrial issues.
  • Assist with the Operations Director with day-to-day operations, synchronization, and coordination for the Logistics Civil Augmentation Program (LOGCAP).
  • Review, prepare, analyze, coordinate and develop draft staff actions and requests for information; prepare or review briefings; and collaborate with the Operations Director.
  • Make recommendations to the Operations Director for new or updated policy and procedures for the program.
  • Consolidate reports, review and prepare Operations/Readiness Common Operating Picture (COP) briefs in coordination with the Operations Branches.
  • Create and maintain Microsoft Access databases, Point functionality/workflows, and develop new databases as needed; ensure milestones and schedules are tracked and met.
  • Track performance metrics, attend meetings and teleconferences, review performance contractor deliverables, maintain updated status of non-conformance issues impacting mission capabilities, and research and respond to inquiries.
  • Serve as the KTR lead for the LOGCAP PMO Operations Directorate, providing technical guidance and mentorship to Operations Specialists.

Requirements

  • Bachelor's degree with 8+ years of relevant experience or commensurate experience.
  • Minimum of ten (10) years of experience planning, organizing, coordinating, and managing logistics and acquisition activities.
  • Minimum of five (5) years of experience working in operations at the Brigade level or above.
  • Thorough knowledge of National, Operational, and Tactical Level Logistics; Peacetime, Contingency, and Defense Support of Civil Authorities (DSCA) operations; Fragmentary and Deployment Orders; and Homeland Defense and Security.
  • Ability to plan, organize, and conduct studies of logistics support efforts and processes.
  • Skill in preparing projects, information papers, staff reports, and organizing and presenting reports and briefings to managers.
  • Knowledge of management and organizational principles and practices, along with military command structure, missions, programs, and organizational relationships.
