About the position

Edgesource Corporation is seeking an Operations Business Analyst to support the Department of Homeland Security (DHS), specifically within the Cybersecurity and Infrastructure Security Agency (CISA), Stakeholder Engagement Division (SED). This position offers a hybrid work schedule, requiring employees to report onsite to the Arlington, VA client facility twice per week, conveniently located near Ballston Quarter and accessible via Metro. Candidates must be U.S. citizens willing to undergo a background investigation and maintain a U.S. government security clearance. In this role, the Operations Business Analyst will be responsible for developing, refining, and implementing policies, programs, planning, and training initiatives. The analyst will assist in defining systemically important entities (SIEs) that are crucial for operating national critical functions (NCFs). Collaboration with Sector Risk Management Agencies (SRMAs), Government Coordinating Councils (GCCs), and Sector Coordinating Councils (SCCs) will be essential to identify SIEs that support NCFs across the sixteen critical infrastructure sectors. The analyst will need to understand the implications of Section 9 of Executive Order 13636, which relates to the designation of SIEs and their role in supporting national resilience. A background in national resilience efforts concerning national security, health and human safety, and economic prosperity is vital. The role requires the ability to prioritize government resources and assets to effectively prevent, mitigate, and respond to risks affecting critical entities. Additionally, the analyst will support partners in establishing a common framework for analyzing systemic risk and will work to create and regularly update national resiliency goals.

Responsibilities

  • Develop, refine, and implement policies, programs, planning, and training.
  • Assist in defining systemically important entities (SIEs) responsible for operating national critical functions (NCFs).
  • Collaborate with Sector Risk Management Agencies (SRMAs), Government Coordinating Councils (GCCs), and Sector Coordinating Councils (SCCs) to identify SIEs relevant to each critical infrastructure sector.
  • Understand implications of Section 9 of Executive Order 13636 regarding the designation of SIEs.
  • Coordinate with SRMAs, GCCs, and SCCs to engage vendors and third parties supporting SIEs' operation of NCFs.
  • Support partners to establish a framework for analyzing systemic risk and identifying SIEs that support relevant functions.
  • Work with SRMAs, GCCs, and SCCs to establish initial national resiliency goals and create a process for regular updates.

Requirements

  • U.S. citizen with the ability to maintain a U.S. government secret security clearance.
  • Bachelor's degree in a relevant field of study.
  • 5+ years of related work experience.
  • Strong technical writing capabilities and experience in preparing memoranda, reports, and meeting summaries as the sole notetaker.
  • Demonstrated ability to research, analyze, and translate concepts for various audiences' perspectives.

Nice-to-haves

  • Current DHS suitability or an active U.S. government security clearance.
  • Experience working in support of the DHS and/or federal government.
  • Knowledge of relationships between federal, state, local, territorial, and tribal governments, private sector partnerships, and international partnerships.
