The Operations Business Analyst at CareOregon is a pivotal role that serves as an advanced team resource, providing essential technical and process assessments. This position is designed for a cross-functional team member who acts as a liaison between the assigned department, Information Systems (IS), and external vendors. The primary focus of the Operations Business Analyst is to analyze problems, define business requirements, and recommend effective solutions. This role encompasses all aspects of the development life cycle, from requirements gathering to implementation and ongoing support. The analyst will apply process improvement methods, leveraging organizational assets and best practices to enhance operational efficiency. The specific areas of focus and specialization may vary depending on the department's needs. In this role, the Operations Business Analyst will perform existing systems analysis and design new systems tailored to the organization's requirements. Responsibilities include gathering and defining functional business requirements for both new and existing processes, documenting these requirements, and creating systems flow, data flow, and functional system designs. The analyst will translate business needs into actionable tasks for analysts and IS teams, collaborating closely to implement changes and participate in User Acceptance Testing (UAT). Continuous monitoring and improvement of report quality, project quality, and overall process efficiency are critical components of this position. The analyst will also develop ad-hoc reports using Microsoft applications and provide insightful analysis to stakeholders. The Operations Business Analyst will be responsible for ongoing system support, monitoring support requests through a ticketing system, and communicating the status of these requests to stakeholders. Building and maintaining productive relationships with customers at all levels is essential, as is engaging with senior leaders as thought partners when necessary. The analyst will present the results of their analyses to executive sponsors as required, ensuring alignment with the organization's mission, vision, and values.
