About the position

The UPMC Center for Emergency Medicine is seeking a dedicated and skilled Operations Control Specialist II to join the STAT MedEvac team. This full-time position involves working 12-hour shifts, with a unique schedule of 7 consecutive days on followed by 7 consecutive days off, which includes 3 days of daytime shifts and 4 nights. The primary purpose of this role is to actively monitor all aspects of assigned flights, ensuring the safety and compliance of operations within the aviation department. As an Operations Control Specialist, you will be responsible for determining aircraft status, issuing flight releases, conducting preflight risk analyses, and tracking flights to ensure they meet company standards. You will coordinate closely with the Pilot in Command to facilitate the safe completion of each flight, which includes confirming that all necessary preparations have been made, such as weight and balance computations, maintenance checks, and compliance with legal rest and duty regulations. In addition to monitoring flights, you will also be tasked with verifying weather conditions at destinations, coordinating with the communications center to address operational issues, and activating the Post Accident Incident Plan if necessary. Your role will require a thorough understanding of Federal Aviation Regulations (FARs) and CEM procedures, as well as a commitment to maintaining a culture of safety within the organization. You will also be responsible for completing all official documentation accurately and in a timely manner, including payroll and training forms, while ensuring the privacy of patient information is protected according to established policies.

Responsibilities

  • Maintain positive flight following of all CEM aircraft, ensuring appropriate flight planning and weight and balance computations are completed.
  • Confirm aircraft is airworthy and in compliance with maintenance and inspection requirements before flight release.
  • Ensure pilots comply with legal rest, duty, and flight time restrictions, meeting all Federal Regulations and CEM standards prior to flight release.
  • Verify weather conditions at destinations and alternate destinations are at or above authorized minima before issuing flight releases.
  • Coordinate with the communications center to resolve operational issues affecting flights.
  • Participate in preflight risk analysis, ensuring all required items are completed and assist pilots in mitigating identified risks before takeoff.
  • Inform the Pilot in Command of all relevant traffic, flight, and destination conditions that may affect safety or completion of a flight.
  • Activate the Post Accident Incident Plan if contact is lost with an aircraft for more than thirty minutes.
  • Notify the Chief Pilot of any damage to aircraft, persons, or property.
  • Complete flight release logs and all official documentation accurately and in a timely manner, including payroll and training forms.
  • Demonstrate thorough knowledge of pertinent FARs and CEM procedures, including the GOM, OpSpecs, and Training Manual.
  • Ensure adequate coverage by remaining on duty until each released flight has been terminated or properly relieved by another flight follower.
  • Actively participate in the development of the CEM safety culture, ensuring the safety of all patients and personnel around the aircraft.
  • Utilize appropriate safety channels to report safety concerns and enhance a safe work environment.
  • Maintain fitness for duty by adhering to employee health requirements and reporting injuries promptly.
  • Adhere to uniform policy and personal appearance standards, and report for work well rested and fit for duty.

Requirements

  • High School diploma or equivalent experience.
  • Basic computer skills.
  • Excellent communication skills.
  • Knowledge of Federal Aviation Regulations (FARs).
  • Ability to interpret and understand METARs and TAFs.
  • Current Operations Control Specialist I with 2 years' experience; or FAA Private Pilot License with Instrument Rating plus Control Tower Operator license with 3 years' experience; or FAA Commercial or Airline Transport Pilot License with Instrument Rating; or a total of at least 2 years of experience in military aircraft operations, air carrier operations, or as an air traffic controller.

Nice-to-haves

  • AA/AS degree with aviation applications.
  • One year of supervisory experience in an aviation or transport/dispatch related field.
