About the position

The City of Portland Bureau of Environmental Services (BES) is seeking an Operations Coordinator III to join the newly formed Operations Support Team (OST) within the Operations Division. This position is crucial for leading, overseeing, planning, coordinating, and prioritizing work to enhance the efficiency and effectiveness of the Operations Division, which is responsible for the operation and maintenance of wastewater and stormwater collection and treatment facilities. The Operations Coordinator III will serve as a liaison for the Computerized Maintenance Management System (CMMS) and asset management, ensuring that staff and management collaborate effectively. In this role, the Operations Coordinator III will lead recruitment, onboarding, and training efforts for new employees, ensuring that training programs are relevant and up-to-date. The position will also involve developing, coordinating, implementing, evaluating, and maintaining standard operating procedures (SOPs) to ensure consistency in program delivery. The successful candidate will organize Division documentation to enhance information sharing and oversee the use of internal communication software, analyzing data to identify gaps and coordinate resolutions. Additionally, the Operations Coordinator III will assist in the coordination and oversight of National Pollutant Discharge Elimination System (NPDES) permits and provide education and training to staff. The role includes providing customer service related to odor complaints, facility tours, and community educational outreach opportunities, as well as monitoring and coordinating needs associated with contracts and interagency agreements. Responsibilities

  • Serve as the liaison/point of contact from the Operations Division for CMMS and asset management by collaborating with staff and management.
  • Lead or assist in the recruitment, onboarding, and training for new employees and ensure that training is completed, and that the curriculum is reviewed and updated to remain relevant over time.
  • Develop, coordinate, implement, evaluate, and maintain standard operating procedures (SOP).
  • Organize Division documentation in an accessible manner to enhance the sharing of information that ensures consistency in program delivery and messaging.
  • Oversee the use of internal communication software; analyze data, identify gaps, and coordinate work to resolve issues.
  • Assist in the coordination, development and oversight of NPDES permits and provide education and training to staff.
  • Provide internal and external customer service relating to odor complaints, facility tours, and community educational outreach opportunities.
  • Oversee, monitor, and coordinate needs associated with contracts and interagency agreements.
  • Organize, coordinate, and implement the recruitment, onboarding/orientation and training overview of the Wastewater treatment processes for new and current employees.

Requirements

  • Ability to communicate clearly, logically, and persuasively, both verbally and in writing, and the ability to prepare concise and comprehensive reports, correspondence, and other forms of communication.
  • Ability to demonstrate sound judgment, problem-solving, and self-initiative skills.
  • Knowledge of and ability to use City-specific technology including general office software, specialized computerized maintenance management systems (CMMS), and other document management software.
  • Knowledge of and ability to analyze, interpret, explain, and apply relevant (wastewater) laws, regulations, ordinances, policies, and operational procedures.
  • Ability to establish and maintain effective working relationships with represented/non-represented staff, representatives of other governmental agencies, the public, and others encountered in the course of work.
  • Ability to train staff, provide guidance, and be a workplace leader in accomplishing overall work objectives.
  • Required Education: Associate of Applied Science in Water/Wastewater Technology or other environmental field of study or equivalent.
  • Required Experience: Three (3) years of experience demonstrating the KSAs listed above.
  • Additional Certifications/Licenses Required: A valid state driver's license and an acceptable driving record at the time of hire. A level III (3) wastewater operator certificate from Oregon DEQ upon hire, or ability to obtain within 12 months of hire.

Nice-to-haves

  • Bachelor of Applied Science in Water/Wastewater Technology or other environmental field of study or equivalent.
  • Five (5) years of experience demonstrating the KSAs listed above.
  • A level IIII (4) wastewater operator certificate from Oregon DEQ upon hire, or ability to obtain within 12 months of hire.
