About the position

Aqua, an Essential Utilities company, is seeking a Director of Operations for water and wastewater field operations within the Illinois divisions. This role is pivotal in ensuring the administration and operation of Illinois field operations, reporting directly to the President of Illinois. The Director will oversee all personnel, ensuring that company goals are met while fostering a supportive and productive work environment. This position requires a strong focus on operational excellence, utilizing continuous improvement methodologies to enhance efficiency, control costs, and ensure compliance with environmental and safety regulations. The Director of Operations will be responsible for preparing and administering operating and capital budgets for each division, supervising maintenance and capital renovations of water and wastewater systems, and addressing daily operational challenges. This role involves direct interaction with customers to resolve issues and communicate service adjustments, as well as collaboration with business development teams to negotiate with developers on new systems. The Director will also coordinate with vendors for necessary supplies and services, manage contractors, and ensure adherence to regulatory requirements. In addition to operational responsibilities, the Director will implement and supervise Aqua Illinois' Safety Program and vehicle maintenance program, develop performance metrics for resource utilization, and leverage technology to enhance productivity and quality. Strong interpersonal skills are essential for maintaining effective communication with customers, vendors, regulators, and community leaders. The role also includes participation in union negotiations and grievance resolutions, ensuring compliance with collective bargaining agreements.

Responsibilities

  • Supervises staff including employee selection, performance evaluation, and development of performance goals.
  • Drives operational excellence initiatives focused on efficiency, cost control, environmental compliance, and health & safety.
  • Prepares and administers operating and capital budgets within each division.
  • Supervises maintenance and capital renovations of water and wastewater systems.
  • Assesses daily problems and events, assigning appropriate personnel to resolve them.
  • Interacts with customers regarding issues, prioritizing and addressing them promptly.
  • Works with business development to negotiate with developers on new systems.
  • Assists in the identification and transition of acquisitions.
  • Coordinates with vendors regarding supplies and services needed.
  • Hires and oversees work by contractors and subcontractors.
  • Manages work of office and field personnel, specifying modifications when necessary.
  • Utilizes schematics and engineering drawings for procurement and repair work.
  • Interacts with regulators regarding compliance and operational matters.
  • Monitors lab results to ensure compliance with operating procedures and regulations.
  • Responsible for scheduling water monitoring tests and reporting results to agencies.
  • Oversees wastewater discharge monitoring reports for operational efficiency.
  • Institutes and supervises Aqua Illinois' Safety Program.
  • Institutes and supervises vehicle and equipment maintenance programs.
  • Develops performance matrices to assure cost-effective resource use.
  • Maintains courteous and respectful contact with various stakeholders.
  • Ensures adherence to collective bargaining agreements and participates in union negotiations.

Requirements

  • Bachelor's degree in business, Engineering, or related field.
  • 7 years of experience in a relevant field.
  • Illinois Environmental Protection Agency Class A Drinking Water Certification (preferred).
  • Illinois Environmental Protection Agency Class 1 Wastewater Certification (preferred).
  • Valid U.S. Driver's License.
  • Proficient in Microsoft Office (Email, Word, Excel, PowerPoint).
  • Excellent written and verbal communication skills.
  • Strong customer service skills.
  • Ability to work well under pressure and manage multiple projects.
