About the position

The Operations Division Budget and Policy Administrator, Business Operations Manager 3 position at the Oregon Department of Corrections (DOC) is a critical role that supports the Assistant Director of Operations, Institution Administrators, and institution superintendents and managers. This position is located at the DOC Headquarters in Salem, Oregon, and is responsible for overseeing policy implementation and management activities within the division. The incumbent will play a vital role in ensuring that the division's operations align with the department's mission to promote public safety by holding offenders accountable and reducing the risk of future criminal behavior. In this role, the administrator will provide direct administrative support to the leadership team, manage divisional support operations, and coordinate various management activities across administrative program areas. The position requires a comprehensive understanding of budget development, monitoring, purchasing, accounting, and financial services related to adult in custody (AIC) operations. The administrator will also advise on financial policy, prison operations, and legislative policy development, ensuring that the division's policies are effectively implemented within the department's organizational framework and in collaboration with external stakeholders. The successful candidate will supervise key positions within the division, including the Automation Coordinator, Food Services Administrator, and Institution Work Program Manager. They will have the authority to act on behalf of the Assistant Director or Institution Administrators during their absences and will be responsible for making fiscal and operational recommendations to enhance the effectiveness of the department's programs. This position is integral to the overall success of the DOC's mission and requires strong leadership, strategic thinking, and collaboration skills to navigate the complexities of the corrections environment.

Responsibilities

  • Provide direct administrative staff support to the Assistant Director and Institutions Administrators for the Operations Division.
  • Manage the division's support operations and coordinate management activities in divisional administrative program areas.
  • Review division policy and decision-making to ensure a systems-wide approach to implementation.
  • Act as a liaison for budget development and monitoring, purchasing, accounting, and AIC financial services.
  • Advise the Assistant Director on division financial policy, prison operations, and legislative policy development.
  • Supervise the division's Automation Coordinator, Food Services Administrator, and Institution Work Program Manager.
  • Make fiscal and operational recommendations to the Operations Administrative team.
  • Ensure effective operations and service delivery by various sections of the division for the statewide institutions program.

Requirements

  • Seven (7) years of supervision, management, or progressively related experience; OR Four (4) years of related experience and a bachelor's degree in a related field.
  • Exceptional written and oral communication skills, including public speaking.
  • Experience in managing biennial budgets and performing planning for a large organization.
  • Ability to monitor expenditures and positions to ensure compliance with funded levels and make recommendations regarding budget management strategies.
  • Experience working in a correctional setting.
