About the position

The Operations Financial Coordinator is responsible for assisting the Water Utilities Financial Administrator in overseeing the fiscal operations of Garland Water Utilities. This role involves providing analytical and technical support for budget development, utility billing, revenue collection, and invoice processing. The coordinator will also generate reports, analyze data, and ensure accurate financial operations within the department.

Responsibilities

  • Assist in the preparation and administration of the annual operating and capital improvement program budgets.
  • Review and approve all Garland Water Utilities invoice payments, purchase requisitions, and job costing entries.
  • Support Garland Water Utilities rate analysis through reporting and data collection from the utility billing system.
  • Generate and analyze monthly utility consumption and revenue reports to identify usage trends and provide data for revenue projections.
  • Assist in developing independent reporting tools and dashboards for management analysis.
  • Conduct rate surveys and respond to financial surveys.
  • Coordinate tracking of utility capital assets and infrastructure improvements and additions.
  • Monitor and analyze capital expenditures and work management system data to identify costs associated with the acquisition and construction of new and replacement capital assets.
  • Interface with Finance, Budget, and Customer Service departments to ensure financial, budget, and billing data is correct and to coordinate budget transfers, journal vouchers, billing credits, and other required adjustments.
  • Coordinate the collection and analysis of data, communicate with stakeholders, and prepare monthly customer billing for industrial and wholesale wastewater customers.

Requirements

  • Four-year college degree
  • 4 years related experience or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Nice-to-haves

  • Bachelor's Degree in Accounting, Finance, Business, Economics or similar field of study
  • 4-6 years experience in financial and budgetary processes in a municipal environment
  • 1-2 years experience in leadership or supervisory role
