About the position

The Business Operations Manager will lead and manage the business operations of the Facilities Management Division within the Department of Administration. This role involves providing quality leadership, overseeing the implementation of strategic operational plans, and managing the division's annual budget. The incumbent will also act on behalf of the Division Director when necessary and supervise a team of 5 directly and 23 indirectly.

Responsibilities

  • Lead, direct, and manage the business operations of the Facilities Management Division.
  • Design, develop, and implement section goals and strategic operational plans.
  • Prepare and administer the division's annual budget from multiple funding sources.
  • Provide managerial oversight and quality leadership to the team.
  • Act on behalf of the Division Director when necessary.

Requirements

  • Minimum of three years' experience managing a financial team including budget forecasting, analysis, and monitoring.
  • Bachelor's degree or higher in business or closely related field (may substitute for one year of experience).
  • Experience in administrative management to plan, organize, and direct resources effectively.
  • Knowledge in budget forecasting, development, analysis, and monitoring.
  • Experience in public procurement and administration of contracts, grants, and leases.

Nice-to-haves

  • Experience in state government and public administration.
  • Five or more years of experience managing a business or operation including business planning and development.
  • Knowledge of construction project management and energy conservation/building sustainability.
  • Familiarity with facilities planning and transactions.
