About the position

The Operations Manager for the Department of Forests, Parks and Recreation will oversee operations across all divisions, ensuring effective implementation of policies and procedures. This role involves leading operational improvements, managing IT systems, and supporting staff training and development, all while promoting diversity, equity, and inclusion within the department.

Responsibilities

  • Manage Operations for the Department of Forests, Parks and Recreation across all Divisions.
  • Coordinate and oversee development and implementation of Department policies, procedures and directives.
  • Support development of operational guidance and procedures, review reports and accomplishments, communicate directives to all staff.
  • Lead initiatives for operational improvements across the Department.
  • Analyze processes, assess needs, prioritize initiatives, develop improvement strategies, and implement change.
  • Work with other State Agencies to help coordinate and encourage process improvement.
  • Support operational functions for the Department, including facilities, fleet, human resources, IT, training, and travel.
  • Plan and direct timelines for administrative work across the Department.
  • Assist in internal communications to share information across the Department.
  • Assess communication needs and develop systems to support effective communication channels for staff.
  • Support the development of communication resources such as annual reports and budget reports.
  • Manage and coordinate IT systems and purchases.
  • Assess IT systems, identify and recommend new technology solutions, and oversee department transition to Sharepoint.
  • Develop and support processes around recruitment, orientation, and personnel management.
  • Oversee department-wide onboarding processes.
  • Integrate Diversity, Equity, and Inclusion practices across policies and processes.
  • Represent the Department's interest on statewide initiatives/committees related to Civil Rights.
  • Provide support for staff and ensure they have the tools and training necessary to meet job expectations.
  • May provide project management support for specific assessment, construction and/or maintenance projects.
  • Lead in identifying and developing training needs and programs.

Requirements

  • Considerable knowledge of managerial and supervisory principles and practices.
  • Considerable knowledge of organization concepts and principles and how to apply them to existing or proposed structures.
  • Knowledge of and experience applying change management principles.
  • Ability to conceptualize program needs, identify necessary resources, and develop a feasible plan of attainment and operation.
  • Ability to identify problem situations, isolate contributing factors, and recommend effective remedial action.
  • Ability to establish project goals and evaluate accomplishments in relation to goals.
  • Effective communication skills, both oral and written, and the ability to establish and maintain effective work relationships.
  • Ability to prepare a variety of reports and informational material for both technician and general public consumption.
  • Ability to empathize and provide support to others within the Department experiencing challenges.
  • Exceptional ability to seek out resources and assistance to successfully troubleshoot issues.
