About the position

The Operations Manager for Foreign Military Sales (FMS) at Bowhead plays a crucial role in supporting the Security Assistance Management Directorate (SAMD) by enhancing global security assistance and interoperability with foreign partners. This position requires effective task management, coordination, and collaboration in a fast-paced environment, ensuring that the needs of the warfighter are met through efficient operations and communication with various stakeholders.

Responsibilities

  • Generate, review, coordinate, and submit responses to taskers from internal and external organizations.
  • Track the due dates of all development taskings and send reminders to the team.
  • Task engineers and monitor their workload.
  • Manage TDY and BOG accountability for the Branch.
  • Access and utilize various databases for reporting and briefings.
  • Conduct pre-Quality Review Board (QRB) reviews of development taskings and interface with Weapon System Managers for corrections.
  • Review and release ARPs, J&A, PWS, SOW to ACC, tracking all ARPs from cradle to grave.
  • Generate, review, submit, and track Branch Functional Support Agreements (FSAs).
  • Track salary MIPRs / Technical Assistance Financial Reports (TAFR).
  • Participate in IPTs and policy discussions, providing guidance and oversight for development and execution actions.
  • Understand and interpret individual and team metrics in coordination with the Team Lead, generating reports for leadership.
  • Create, organize, train, and distribute new forms and monitor funds allocation to the Business Management Team (BMT).
  • Track the Branch workload.

Requirements

  • A Bachelor's Degree and 20 years of experience or a Master's/PHD with 15 years of experience, with substitutions allowed for relevant experience.
  • Experience resolving highly sensitive and complex problems.
  • Ability to prepare and brief senior management effectively.
  • Strong communication skills with a wide range of groups including internal and external customers and high-ranking government officials.
  • Highly organized with the ability to see both details and the big picture.
  • Experience working with different types of database systems.
  • Quality customer service experience, ensuring mission success.
  • Experience with Security Assistance and Foreign Military Sales is highly desired.
