About the position

The Operations Office Manager at the Florida Department of Transportation is responsible for supervising employees and managing various administrative functions to ensure efficient operations. This role involves overseeing fiscal and warehouse personnel, managing procurement processes, and ensuring compliance with policies and procedures. The manager will also handle inquiries, maintain records, and support the Operations Engineer in budgetary and operational matters.

Responsibilities

  • Supervise employees by communicating regularly, motivating, training, evaluating, and directing their work.
  • Direct, coordinate, and review the work of subordinate employees to ensure efficient processing of administrative matters.
  • Assist supervisors in preparing disciplinary actions, grievances, and terminations.
  • Prepare position description changes and appointment packages.
  • Process job description changes and initiate job requisitions as needed.
  • Maintain position and hiring files and ensure compliance with policies and procedures.
  • Serve as liaison between management and District Human Resources Office.
  • Attend management and staff meetings to keep subordinates and superiors informed of administrative requirements.
  • Review and approve unit purchases for overhead, fuel, utilities, and miscellaneous products/services.
  • Maintain and track rate utilization for DeLand Operations cost centers.
  • Provide guidance and recommendations to the DeLand Operations Engineer.
  • Manage and assure completion and accuracy of all fiscal documents processed.
  • Oversee procurement of goods and commodities utilizing departmental policies and procedures.
  • Serve as unit custodian responsible for supervision of annual inventory.
  • Manage the Electronic Document Management System to ensure proper document handling and training of employees.
  • Develop and maintain a database of supplies and personnel needed for emergency response.

Requirements

  • Knowledge of personnel procedures, principles, policies, and practices.
  • Knowledge of budget management and procurement of goods and services.
  • Knowledge of data collection, process improvement, strategic planning, and quality management concepts.
  • Skill in using computer software applications.
  • Ability to review data for completeness and compliance with applicable authority.
  • Ability to work independently and make decisions.
  • Ability to lead individuals, supervise people, and direct teams.
  • Ability to comprehend, interpret, and apply rules, regulations, policies, and procedures.
  • Ability to communicate effectively orally and in writing with various levels of customers.
  • Ability to establish and maintain effective working relationships.
  • Ability to determine work priorities, assign work, and ensure timely completion of assignments.
