About the position

The Oregon Department of Corrections (DOC) is seeking a highly organized and execution-oriented professional for the position of Operations & Policy Analyst 3, Diversity, Equity, and Inclusion (DEI) Program Manager. This role is pivotal in leading the monitoring, evaluation, and improvement of policies and practices that further equity and inclusion within the agency. The DEI Program Manager will be responsible for collaboratively developing and implementing DEI programs that impact both employees and adults in custody. This position is located at the DOC Headquarters in Salem, Oregon, and may be approved for remote work. In this role, the DEI Program Manager will assist in implementing and adapting the agency's long-range equity and inclusion plans, goals, objectives, and milestones across multiple divisions. The individual will evaluate program effectiveness and work closely with a range of internal and external partners to track and report on the impact of DOC policies and strategies promoting equity and racial justice. The position requires collaborative teamwork, a willingness to share information, and a commitment to fostering a respectful and productive work environment. Key responsibilities include managing multiple projects to implement the agency's Diversity, Equity, and Inclusion Action Plan and Affirmative Action Plan, creating and executing DEI initiatives aligned with organizational goals, and assessing current DEI practices to identify areas for improvement. The DEI Program Manager will collect, analyze, and report data to measure the effectiveness of DEI initiatives, work with external organizations to enhance DEI efforts, and benchmark best practices to incorporate into the organization's DEI strategies. Additionally, the role involves engaging teams in dialogue, creating training curriculum, and facilitating training programs to promote understanding, respect, and inclusion.

Responsibilities

  • Manage multiple projects to implement the agency's Diversity, Equity, and Inclusion Action Plan and Affirmative Action Plan.
  • Create and execute DEI initiatives aligned with organizational goals, with direction from the Executive Team.
  • Assess current DEI practices and identify areas for improvement.
  • Collect, analyze, and report data to measure the effectiveness of DEI initiatives.
  • Work with external organizations, networks, and communities to enhance DEI efforts.
  • Benchmark best practices and incorporate them into the organization's DEI strategies.
  • Report findings and progress to senior leadership and stakeholders.
  • Engage teams in dialogue by answering questions, offering guidance, and serving as an advisor on DEI.
  • Collaborate on the creation of training curriculum and facilitate training programs to promote understanding, respect, and inclusion.
  • Assist multiple divisions in interpreting and adapting agency equity frameworks to ensure access to services and employment opportunities for all Oregonians.
  • Staff and contribute to internal and external task forces and work groups.
  • Create and present reports on the agency's progress related to equity, inclusion, and retention of a diverse workforce.

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills.
  • Four (4) years of professional-level evaluative, analytical and planning work; OR any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook).
  • Strong analytical skills to assess the effectiveness of DEI programs.
  • Exceptional written and verbal communication skills.
