About the position

As an Operations Research Analyst at the GS-1515-13 level, you will engage in scientific work as a Subject Matter Expert, focusing on the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques. Your primary role will be to provide guidance to senior military decision-makers in various assigned areas of responsibility (AORs). You will support the development, review, execution, and reporting obligations of the Warfighting Lab Incentive Fund project agreements. This includes assessing the capabilities of the Joint Force and evaluating the potential impacts of Warfighting Lab Incentive Fund projects and Concepts of Operations on joint force structure and strategies that enhance the Department of Defense's warfighting capabilities across multiple domains, including doctrine, organization, training, materiel, leadership and education, personnel, and facilities. In this role, you will forecast emerging science and enabling technologies relevant to joint warfighting, utilizing advanced analytic methodologies and tools. Collaboration with Combatant Commands, Services, and other Department of Defense organizations will be essential to ensure consistency across the project portfolio. You will be expected to apply professional operations research methodologies to improve project evaluation and determine the overall effectiveness and impact of the Warfighting Lab Incentive Fund program. Additionally, you will provide expert consultation regarding emerging technologies and their alignment with Warfighting Lab Incentive Fund projects, ensuring that required capabilities are assessed accurately. This position is a term appointment, not to exceed 12 months, with the possibility of extension or termination at the agency's discretion. You will be required to maintain a Special Sensitive (Top Secret/SCI) security clearance and may need to work weekends, holidays, and overtime during peak periods. Participation in demanding, intense, 24-hour exercise operations may also be required, including multi-day overnight stays at exercise sites.

Responsibilities

  • Design and develop mathematical, statistical, and econometric methods to support military decision-making.
  • Support the development and execution of Warfighting Lab Incentive Fund project agreements.
  • Assess the capability of the Joint Force and the impact of Warfighting Lab projects on joint force structure.
  • Forecast emerging science and technologies applicable to joint warfighting.
  • Collaborate with Combatant Commands and other DoD organizations to ensure consistency across project portfolios.
  • Apply operations research methodologies to improve project evaluation and effectiveness.

Requirements

  • Must be a U.S. Citizen.
  • One year of specialized experience equivalent to the GS-12 grade level in the Federal service.
  • Degree in operations research or at least 24 semester hours in operations research, mathematics, probability, statistics, or related fields, including 3 hours in calculus.
  • Ability to apply project management principles to coordinate extensive project portfolios.
  • Expertise in operations research methodologies and their application to military projects.
