The Operations Research Analyst will play a crucial role in the Civilian Harm Assessments Cell Training and Operational Integration (CHAC TOI) Special Project (SP). This project is designed to develop tactics, techniques, and procedures (TTP) to assess, investigate, and respond to incidents of civilian harm. The goal is to enhance Commanders' decision-making processes and standardize a mechanism for collecting, archiving, and sharing civilian harm information, contributing to a Common Operating Picture (COP). This initiative supports the Civilian Harm Mitigation and Response Action Plan (CHMRAP) Training and the Civilian Protection (CP) Center of Excellence (COE), drawing on lessons learned from ongoing conflicts. The Operations Research Analyst will advise and assist the CHAC TOI contract Project Manager and the Government Test Director in planning, developing, and executing all contract deliverables in accordance with the Joint Test and Evaluation (JT&E) Handbook and the CHAC TOI SP performance work statement. Responsibilities include supporting the development of the project plan, coordinating test venues, conducting Risk Reduction Events, and preparing Detailed Test Plans and Field Test Events. The Analyst will also be responsible for test analysis and reporting, ensuring that the team’s TTP development efforts are aligned with project goals. This includes research, hosting writing groups, and facilitating Joint Warfighters Advisory Groups (JWAGs). Additionally, the Analyst will support the transition of test products (TTP) and deliver final briefings of the test project's findings, conclusions, and recommendations to senior leadership. The position requires serving as the lead Analyst in one of the following areas: test planner, TTP developer, or Civilian Harm Assessment subject matter analyst.
