About the position

The Operations Research Analyst position at the U.S. National Institute of Standards and Technology (NIST) requires a deep understanding of U.S. export control regulations and the ability to lead and coordinate work for a multi-disciplinary team. The employee will represent NIST in interagency working groups and committees, conducting analyses of export control regulations and their implications on NIST programs. This role serves as a principal member of the NIST Research Security Team and fulfills the duties of the Alternate Senior Bureau Official for the Department's Foreign Access Management Program. Key responsibilities include conducting risk assessments and developing mitigation strategies, assessing, developing, and implementing NIST-wide export control policies and procedures, and collecting and analyzing data related to export control regulations and compliance. The analyst will use this data to identify trends, risks, and opportunities for improving NIST's export compliance program. Additionally, the position involves preparing comprehensive reports and presentations detailing analytical findings, compliance assessments, and recommendations for improving export control measures. The analyst will also review a variety of funding awards and agreements with government, academic, and industry partners for regulatory compliance, providing recommendations related to award or agreement conditions. This position is critical in ensuring that NIST adheres to export control regulations while fostering collaboration with various stakeholders. The successful candidate will have the opportunity to influence policy development and contribute to the overall security and compliance framework of NIST's operations.

Responsibilities

  • Conduct risk assessments and develop mitigation strategies.
  • Assess, develop, and implement NIST-wide export control policies and procedures.

Requirements

  • U.S. citizenship is required.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Completion of Confidential Financial Disclosure, Form OGE-450 is required.
  • Designated and/or random drug testing is required.
  • Degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics, with at least 3 hours in calculus.
  • 1 year of specialized experience equivalent to at least the GS-12 (ZP-III at NIST) level, managing an export control program including ensuring compliance with regulations and providing strategic oversight, policy development, and risk management.
