About the position

The Operations Research Analyst - Advanced/Safety Coordinator & ADA Accommodation Specialist at the Health Care Authority (HCA) plays a crucial role in ensuring the safety and compliance of the agency's operations while also serving as the lead specialist for Americans with Disabilities Act (ADA) accommodations. This position is responsible for planning and developing safety programs and practices across all divisions within HCA, ensuring that the agency adheres to established fire and safety rules, regulations, and procedures. The analyst will conduct on-site inspections to verify compliance and advise supervisors and managers on safety and risk management practices or deficiencies. In addition to safety coordination, the role involves developing and enforcing protocols for hazardous substance handling, storage, and disposal. The analyst will also conduct training sessions to educate staff on occupational and environmental safety issues, ensuring that all employees are aware of agency procedures. Another key responsibility includes reviewing and approving construction and remodeling plans to ensure compliance with relevant codes and regulations. The Operations Research Analyst will also provide direct services to clients, explaining benefit information, claims processes, and eligibility requirements. This includes assessing client needs and prescribing remedies to ensure they receive appropriate services and entitlements under the ADA. The analyst will advocate for clients during hearings on appeals, ensuring that claim information is complete and accurate, and presenting arguments to support the awarding of benefits.

Responsibilities

  • Act as the Lead Safety Coordinator and ADA Accommodation Specialist for requests that go through HCA.
  • Plan and develop safety programs and practices for all divisions within HCA.
  • Conduct on-site inspections to verify compliance with established fire and safety rules, regulations, and procedures.
  • Advise supervisors and managers on safety and risk management practices or deficiencies.
  • Develop and enforce hazardous substance or materials handling, storage, and disposal processes.
  • Conduct training and educate staff on occupational and environmental safety issues and agency procedures.
  • Review and approve construction and remodeling plans for compliance with codes and regulations.
  • Provide services directly to clients, explaining benefit information, claims processes, and eligibility requirements.
  • Assess client needs and prescribe remedies to problems and needs, ensuring clients receive appropriate services and entitlements per the ADA.

Requirements

  • Bachelor's degree and two (2) years of experience in research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management, and/or systems analysis.
  • Experience working with ADA requirements.
  • Strong communication skills across all organizational levels.
  • Ability to identify, analyze, and implement processes to achieve goals.

Nice-to-haves
