About the position

As an Operations Research Analyst at the Naval Medical Command, you will play a crucial role in enhancing the analysis and evaluation of data within the Naval Medical Forces Pacific (NMFP). Your primary responsibilities will include monitoring and assessing the operational readiness of the Navy Medicine Readiness and Training Commands (NMRTCs) within the area of responsibility (AOR). You will be tasked with planning and executing major studies and projects that represent significant organizational efforts, serving as a consultant or technical advisor to senior military officials and executives. Your innovative recommendations will be vital in advancing various programs within the organization. In this position, you will utilize various databases associated with Navy and Marine Corps readiness systems, including but not limited to MRRS, LIMDU SMART, IDES, MIP, M2, DMHRSi, MDR, and GENESIS. You will be responsible for reviewing and validating Business Case Analysis and Capability Based Assessment submissions, providing guidance to NMFP leadership on the accuracy of these submissions, and making recommendations regarding their feasibility and alignment with mission requirements. Additionally, you will evaluate and provide technical guidance on current policies and procedures related to cost-effectiveness and healthcare delivery efficiency within the Department of Defense and federal agencies. Your role will require a strong foundation in operations research, systems analysis, and risk analysis to support decision-making processes. You will apply advanced actuarial science, operations research techniques, and quantitative methods to address complex healthcare delivery issues, ensuring that the Navy's medical operations are efficient and effective. This position is essential for maintaining the high standards of operational readiness and healthcare delivery within the Navy Medical Command.

Responsibilities

  • Monitor and improve the analysis and evaluation of available data at Naval Medical Forces Pacific (NMFP).
  • Provide cross-functional support for the continued monitoring and assessments of operational readiness of each of the Navy Medicine Readiness and Training Commands (NMRTCs) in the NMFP's area of responsibilities (AOR).
  • Plan major studies; execute and control projects representing major organizational efforts.
  • Serve as a consultant or technical advisor to general officers and senior executives; provide innovative recommendations to advance programs.
  • Utilize databases associated with the Navy and Marine Corps readiness systems and MHSs clinic information system.
  • Review and validate Business Case Analysis and/or Capability Based Assessment submissions.
  • Provide guidance to NMFP leadership on the accuracy of submissions, providing recommendations as to feasibility and mission requirement of submitted requests.
  • Evaluate and provide technical guidance on current policies and procedures of the Uniform Services, Department of Defense and federal agencies concerning cost effectiveness and health care delivery efficiency.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Experience utilizing operations research, systems analysis and risk analysis to support decisions.
  • Experience applying broad areas of classical and modern advanced actuarial science, operations research (stochastics, simulation and optimization, statistics) or mathematics.
  • Experience using quantitative techniques to solve problems or provide alternative solutions for management on complex healthcare delivery issues.
  • Experience designing studies and applying analytic techniques including statistics, linear and dynamic programming, queuing theory, and game theory in the healthcare sector.
  • Experience performing modeling analyses to discover potential relationships between factors in various healthcare delivery environments.
