About the position

The Operations Research Analyst position at the U.S. Defense Logistics Agency (DLA) involves the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods to analyze complex management problems. The role requires performing both quantitative and qualitative analyses of supply chain processes and operations, ensuring that the agency's mission is accomplished effectively. Analysts will coordinate various projects and studies that involve Key Performance Indicators (KPIs) and supply chain processes, providing direction and insights to higher-level managers regarding the probable effects of alternative solutions to supply chain challenges. In this role, the analyst will apply scientific techniques, particularly those rooted in mathematical disciplines, to enhance the operations of the supply chain and the overall logistical systems of the DLA. This includes utilizing advanced problem-solving techniques such as big data mining, optimization, statistical analysis, and predictive modeling to develop practical solutions that improve efficiency and cost-effectiveness. The position also requires the ability to conduct complex business studies, package findings into reports suitable for top management, and communicate effectively with various stakeholders. Candidates must meet specific educational and experience requirements, including a Bachelor's degree or higher in operations research or a related field, and possess specialized experience that equips them with the competencies necessary for the role. The position is flexible in terms of tour of duty and requires U.S. citizenship, along with the completion of a favorable suitability determination. The DLA emphasizes a drug-free workplace and adheres to strict security requirements, including a critical-sensitive designation with secret access.

Responsibilities

  • Design, develop, and adapt mathematical and statistical methods to analyze management problems.
  • Perform quantitative and qualitative analysis of supply chain processes and operations.
  • Coordinate projects and studies involving Key Performance Indicators (KPIs) and supply chain processes.
  • Provide direction to assure mission accomplishment and assist higher-level managers in program analysis and implementation.
  • Offer advice and insight about the probable effects of alternative solutions to supply chain problems.
  • Apply scientific techniques to improve operations of the supply chain and DLA logistical systems.

Requirements

  • A Bachelor's Degree or higher in operations research or related fields.
  • At least 24 semester hours in operations research, mathematics, probability, statistics, or related subjects, including 3 hours in calculus.
  • One year of specialized experience equivalent to the GS-09 level for GS-11 applicants, or GS-11 level for GS-12 applicants.
  • Familiarity with statistical software and programming languages such as Python, R, SAS, VBA, SQL, HTML, and JAVA.
  • Understanding of demand/supply chain processes and their interrelationships.

Nice-to-haves

  • Experience with big data mining and statistical analysis techniques.
  • Knowledge of optimization methods including linear and non-linear programming.
  • Ability to conduct complex business studies and present findings effectively.
