About the position

The Operations Research Analyst position at Bechtel Corporation is a full-time telework role based in Reston, Virginia, focusing on optimizing submarine construction and maintenance in collaboration with the US Navy. This position is part of a strategic partnership with Deloitte, aimed at enhancing shipbuilding capabilities to meet the increasing demands of the Navy. The role involves extensive logistics and inventory management, requiring the analyst to conduct assessments of shipyard operations, evaluate inventory storage and movement, and develop strategies to streamline processes. The analyst will work closely with engineering teams to integrate recommendations and will be responsible for training and guiding other personnel in logistics and inventory management practices. The project is critical as it supports the Navy's goal of producing submarines at an unprecedented rate, necessitating a comprehensive approach to facility optimization and inventory management. The analyst will lead efforts in assessing logistics functions, preparing reports, and communicating with Navy personnel to ensure effective operations. This position requires a strong understanding of material shipping processes, inventory control mechanisms, and the Navy Supply System, along with the ability to prepare logistics studies and reports that inform decision-making. As part of the role, the analyst will also be involved in the development of an assessment toolbox for project tasks at various facilities, ensuring that all logistics functions are aligned with the overall project objectives. The position is contingent upon project award and funding, and it requires travel of 25-30% for site visits and in-office meetings.

Responsibilities

  • Perform logistics and inventory related assessments of shipyard and supply chain operations including feasibility studies for materials and equipment.
  • Work closely with Engineering and project team to integrate assessments, recommendations, and strategies.
  • Participate in development and updates of procedures and review and approve recommendations related to the logistics and inventory area of responsibility.
  • Provide training and guidance to other purchasing/supply chain personnel regarding all aspects of formation and administration of assessments, recommendations, and strategy.
  • Prepare, maintain, and monitor engagements with shipyard and Navy personnel related to all logistics functions.
  • Communicate with Navy shipyard and logistics personnel to perform assigned duties.
  • Prepare logistics studies including shipyard and Logistics Service Provider facility visits.

Requirements

  • Bachelor's degree (or international equivalent) and at least 6 years of relevant experience or 14 years of relevant work experience.
  • Must be a U.S. citizen.
  • Must have a DOD clearance or the ability to obtain one.
  • Understanding of material shipping and receiving processes, counts and inspection of arriving material.
  • Knowledge of inventory control mechanisms and processes including software.
  • Preparation of inventory logistics reports and analysis of project performance metrics.
  • Identification of cost and service alternatives to support materials/equipment purchase decisions and use of logistics service providers.
  • Preparation of logistics service provider commercial bid tabs, commitment authorizations, and contract documents.
  • Preparation of logistics routes studies including site and logistics service provider facility visits.
  • Understanding of U.S. import/export requirements, Incoterms, and U.S. cargo preference.

Nice-to-haves

  • Knowledge and proficiency with Navy Supply System and National Stock Systems.
  • Knowledge of construction and maintenance of Navy submarines, including purchasing, inventory management, material requirements, and Submarine Safety Program (SUBSAFE) quality assurance program.
