About the position

The Operations Research Analyst position at the Department of Defense involves a comprehensive role focused on data extraction, analysis, and reporting. The incumbent will extract data from various automated reporting systems and conduct thorough analyses to prepare reports, charts, briefings, and other products that inform decision-making processes. This role requires a strong foundation in statistical data analysis, programming, mathematical optimization, and simulations, as well as proficiency in database development. The analyst will have access to authoritative human resources data systems, which will be critical in conducting operations research and applying mathematical methodologies to analyze current human resources processes, policies, and organizational structures. As an Operations Research and Study Analysis (ORSA) Specialist, the analyst will be responsible for developing ORSA methodologies and conducting assessments of complex studies. This includes identifying critical problems within the assigned problems and suggesting viable solutions. The analyst will serve as an advisor on issues that involve the application of operations research and systems engineering skills to analyze both material and human resources systems. The position also entails performing analyses that support the human resources enterprise at a strategic operational level, evaluating the results of these efforts, and integrating them into coherent study reports, information papers, or briefings. The role is critical in ensuring that the Department of Defense can effectively manage its human resources and optimize its processes through data-driven insights. The successful candidate will be expected to work collaboratively with various stakeholders to ensure that the analyses conducted are relevant and actionable, ultimately contributing to the overall efficiency and effectiveness of the organization.

Responsibilities

  • Extract data from various automated reporting systems and analyze it thoroughly.
  • Prepare reports, charts, briefings, and other products based on data analysis.
  • Provide statistical data analysis, programming, mathematical optimization, and simulations.
  • Conduct operations research and apply mathematical methodologies to analyze human resources processes and policies.
  • Serve as an ORSA Specialist responsible for developing ORSA methodologies and conducting assessments of complex studies.
  • Identify critical problems within assigned issues and suggest solutions.
  • Advise on the application of operations research and systems engineering skills to analyze material and human resources systems.
  • Perform analysis in support of the human resources enterprise at the strategic operational level.
  • Evaluate results and integrate them into coherent study reports, information papers, or briefings.

Requirements

  • Bachelor's degree in operations research or a related field with at least 24 semester hours in operations research, mathematics, probability, statistics, or related subjects, including 3 hours in calculus.
  • Specialized experience for GS-12: One year of experience applying operations research techniques and statistical analysis to analyze material and human resources systems.
  • Experience performing studies on issues related to case development processes, training, and workforce development.
  • Experience developing procedures for investigating and resolving human resources problems.
  • Specialized experience for GS-13: One year of experience conducting assessments of complex studies using statistical analysis related to human resources.
  • Experience analyzing human resources processes and policies through operations research and mathematical methodologies.

Nice-to-haves

  • Ph.D. or equivalent doctoral degree in Operations Research or a related field.
  • Experience in federal service or similar governmental roles.
