About the position

The Operations Research Analyst position at the U.S. Missile Defense Agency involves developing and maintaining comprehensive cost estimates and analyses to support acquisition milestones and contract actions. The role requires participation in Integrated Product Teams to generate cost-related products, conduct various cost analyses, and present findings to leadership and stakeholders. This position is essential for ensuring the organization's mission is executed effectively through accurate financial assessments and methodologies.

Responsibilities

• Develop, update, maintain, and document Life Cycle Cost Estimates (LCCE), Program Office Estimates (POE), and Independent Government Cost Estimates (IGCE).
• Participate as a member of an Integrated Product Team (IPT) to generate cost-related products in support of acquisition milestones and budgets.
• Support cost trade analyses including business case analysis and cost benefit analysis.
• Provide cost estimating and analysis products for Request for Proposal (RFP) actions.
• Participate in source selections/proposal evaluations to assess risk and realism.
• Assist in the development and review of Cost Analysis Requirements Descriptions (CARDs).
• Develop Work Breakdown Structures (WBSs) and data collection plans for contracts.
• Conduct risk & uncertainty analysis and sensitivity analysis.
• Prepare and present cost estimates and recommendations to MDA leadership and stakeholders.
• Review and archive cost reports in the DOC library.

Requirements

• Must be a U.S. Citizen.
• Occasional travel may be required.
• Must obtain/maintain Non-critical Sensitive/Secret security clearance.
• Experience in developing Life Cycle Cost Estimates (LCCEs) and cost models.
• Experience in cost data collection and analysis using regression techniques.

Nice-to-haves

• Experience with Earned Value Management (EVM) and Integrated Baseline Reviews (IBRs).
• Familiarity with DoD Acquisition Business-Cost Estimating practices.
