About the position

The Operations Research Analyst position within the Department of Energy's Office of Cost Estimating and Program Evaluation (CEPE) is a critical role that provides technical expertise in cost estimation, lifecycle cost analysis, cost modeling, and cost-benefit analysis for major nuclear programs and projects. The analyst will inform decision-making for CEPE management and NNSA leadership, ensuring effective financial oversight and strategic planning.

Responsibilities

  • Serve as a subject matter expert for cost estimating, program evaluation, data, and databases used for modeling and analysis.
  • Apply appropriate cost estimating and statistics principles and methods to technically complex systems.
  • Provide expert advice to program and project teams in cost estimating and program evaluation, including project baselining.
  • Advise the Administrator and NNSA senior managers on cost and program evaluation methods, processes, systems, and functional objectives.
  • Evaluate data resulting from applying mathematical or statistical tools, models, methods, and techniques.
  • Provide independent, data-driven, analytical advice on all aspects of the nuclear security enterprise.
  • Participate actively in conferences, meetings, hearings, or presentations to address significant issues.
  • Define the scope and objectives of CEPE functions and develop policies, methods, and systems to achieve functional objectives.

Requirements

  • Specialized experience equivalent to the NQ-02 or GS-12 level in the Federal service, demonstrating operations research project assignments.
  • Experience in utilizing scientific analysis for estimating lifecycle cost, cost estimates, and analysis.
  • Knowledge of chemical/statistical reasoning requirements and techniques pertinent to operations research.
  • Ability to conduct operations research using established and innovative methods for resolving variances.
  • Competencies in cost estimation and analysis, cost-benefit analysis, and mathematical reasoning.

Nice-to-haves

  • Experience in advising senior management on complex financial and programmatic issues.
  • Familiarity with emerging technologies and their impact on cost estimation.
  • Strong oral communication skills for presenting complex data and analyses.
