About the position

As an Operations Research Analyst at Naval Medical Forces Pacific (NMFP), you will play a crucial role in monitoring and improving the analysis and evaluation of available data. Your primary responsibility will be to provide cross-functional support for the ongoing assessments of operational readiness across the Navy Medicine Readiness and Training Commands (NMRTCs) within the NMFP's area of responsibilities (AOR). This position requires you to plan and execute major studies, controlling projects that represent significant organizational efforts. You will serve as a consultant or technical advisor to general officers and senior executives, offering innovative recommendations to advance various programs. In this role, you will utilize various databases associated with the Navy and Marine Corps readiness systems, including but not limited to MRRS, LIMDU SMART, IDES, MIP, M2, DMHRSi, MDR, and GENESIS. Your duties will also involve reviewing and validating Business Case Analysis and Capability Based Assessment submissions, providing guidance to NMFP leadership on the accuracy of these submissions, and making recommendations regarding their feasibility and mission requirements. Furthermore, you will evaluate and provide technical guidance on current policies and procedures from the Uniform Services, Department of Defense, and federal agencies, focusing on cost-effectiveness and healthcare delivery efficiency.

Responsibilities

  • Monitor and improve the analysis and evaluation of available data at NMFP.
  • Provide cross-functional support for the continued monitoring and assessments of operational readiness of NMRTCs.
  • Plan major studies and execute projects representing major organizational efforts.
  • Serve as a consultant or technical advisor to general officers and senior executives.
  • Utilize databases associated with Navy and Marine Corps readiness systems and MHS clinic information systems.
  • Review and validate Business Case Analysis and Capability Based Assessment submissions.
  • Provide guidance to NMFP leadership on the accuracy of submissions and recommendations regarding feasibility and mission requirements.
  • Evaluate and provide technical guidance on current policies and procedures concerning cost-effectiveness and healthcare delivery efficiency.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy must pass the E-Verify employment verification check.
  • Current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
  • Retired military members must adhere to provisions regarding civilian positions within 180 days of retirement.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.

Nice-to-haves

  • Experience in operations research, systems analysis, and risk analysis to support decision-making.
