About the position

The Operations Research Analyst position is located within the Enterprise Risk Management (CBE) department of the Department of Energy. This role is pivotal as it serves as a senior analyst responsible for applying operations research and scientific methods to support the Bonneville Power Administration's (BPA) Enterprise Risk Management (ERM) program and its infrastructure. The analyst will engage in analytical work that is essential for the day-to-day operations of the ERM function, ensuring that BPA can effectively manage risks and make informed decisions. In this capacity, the Operations Research Analyst will lead and execute quantitative decision support and risk management assignments across all major organizations within BPA. This includes developing risk management and decision quality policies based on ISO 31000:2009 guidelines, assessing uncertainties and strategic risks, and collaborating with BPA's Strategic Planning team to inform the strategic planning process. The analyst will also be responsible for creating computer models that illustrate the impact of various uncertainties on BPA's cash flows and revenue forecasts, which are critical for the agency's financial planning and decision-making. Additionally, the role involves designing and implementing survey research methodologies to gather data on risk perceptions from executives and staff, which will inform BPA's risk management strategies. The Operations Research Analyst will provide consulting services to program managers, assisting them in identifying, analyzing, and evaluating risks associated with asset management strategies and plans. This position requires a strong foundation in mathematical and statistical theories, as well as experience in applying these principles to real-world decision-making scenarios.

Responsibilities

  • Propose, plan, lead, and carry out quantitative decision support and risk management assignments across BPA.
  • Develop risk management and decision quality/analysis policies based on ISO 31000:2009 guidelines.
  • Assess uncertainties and strategic and operational risks as part of strategy landscape assessments in collaboration with BPA Strategic Planning.
  • Develop and apply computer models to describe the effects of uncertainty on BPA cash flows and net revenues.
  • Design and implement survey research and related social science data collection and analysis methods.
  • Provide consulting services in risk identification, analysis, and evaluation to program managers.

Requirements

  • Degree in Operations Research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.
  • At least 3 of the 24 semester hours must have been in calculus.
  • At least one year of specialized experience equivalent to the GS-12 level in the Federal service, involving advanced mathematical and statistical theories, principles, and techniques.
